RESOLUTION - Amending the 2012 One Year Action Plan and authorizing submission of a Substantial Amendment to the U.S. Department of Housing and Urban Development for its consideration in order to allocate previously unallocated Emergency Solutions Grant (ESG) funds.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION"
Jackie Powell, NHS, testified on behalf of this ordinance. This ordinance will allocate $337,821 in Emergency Solutions Grant funding that was previously Unallocated in the approved 2012 Action Plan.

RESOLUTION - Directing the City Manager to do a fiscal analysis of the potential imposition of a 2% tax on the gross revenue of billboards.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "BE ADOPTED AS A COMMITTEE SUBSTITUTE"
Councilman Ford testified on behalf of this resolution. He stated that the City Manager suggested this tax, which would gross $118,000.00 annually. He also suggested that this is a tax that is available to Cities in Missouri, although it is only being used by one other city in Missouri. Amending Section 88-445-15.C, Nonconforming Signs, to provide for the relocation of signs in the public interest.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "HOLD ON AGENDA (7/18/2012)"
Councilman Ford testified on behalf of this ordinance. Ted Anderson, Law, and Wes Minder, Public Works, were present to answer questions from the committee. This ordinance will provide for the relocation of nonconforming signs in the public interest The committee discussed the changes that were made in the 2nd Committee Substitute. Testimony: Carol Winterowd, Citizens Against Billboard Blight Marti Lee, Southtown Councilman Sharp The committee suggested to hold this one more week.

 There will be discussion of Economic Development Priorities. There was no discussion of Economic Development Priorites. There may be general discussion regarding current Planning, Zoning and Economic Development issues. There was no general discussion. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. There was no Closed Session. The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee.
