Authorizing the City Manager to execute the KCI Airport Terminal Modernization Project Development Agreement, the Developer Pledge Agreement and the Community Benefits Agreement with Edgemoor Infrastructure and Real Estate II LLC; authorizing the Director of Aviation to execute a term sheet for a new Use and Lease Agreement with the Signatory Airlines; estimating new revenues in the amount of $48,820,000.00 in Fund No. 8560, 2018 Airport Terminal Bond Fund; appropriating that amount to the 2018 Airport Terminal Bond Fund account; declaring the City’s intent to reimburse itself for certain expenditures; and recognizing this ordinance as having an accelerated effective date.

David Long, Aviation Department, provided testimony on the negotiations between the Signatory Airlines. It was stated that the Aviation Department has met with the airlines on several different occasions and is now waiting for a second independent report that looks at the overall cost to make sure the cost align with the scope of work. That report was received this week and the department will meet with the airlines and estimator tomorrow to make sure there aren’t any additional questions. Once the report becomes final it will be shared with the committee. The airlines have not yet come together to present a cohesive plan over the Use and Lease Agreement. There will be a meeting with the airlines on this topic on Monday December 17th 2018. There will be a meeting on the Environmental Assessment process on Friday, December 14th 2018. Geoffrey Stricker, Edgemoor representative, stated that the end of the conceptual design is complete and they are now waiting to launch into schematic design as soon as the environmental approvals are granted in the next few weeks. Mr. Stricker introduced design speaker Jordan Pierce. Jordan Pierce, Skidmore, Owings & Merrill LLP, made the presentation on the conceptual design of the KCI Airport. This particular presentation include details for the parking garage and the "Headhouse" of the KCI Airport. There will be a two level terminal and the “Headhouse” will include solar paneling, wood internal roofing, natural light, a fountain, various restaurants, etc. The roof will be sloped by 2 ½ degrees to shed water off the roof to avoid any maintenance problems. Design elements will also include sleek round edges. The parking garage will have a single composition whereas it will continue the design of the entire terminal. The base of the parking garage will have a solid masonry rebase, using ‘ground-face block’. The parking garage will feature a façade that reads “Kansas City International Airport” with correlating colors of Chiefs Red and Royals Blue. The parking garage will not be connected to the terminal at the top level to leave room for emergency vehicles if needed. Geoff Stricker stated that complete design will be finished by the end of 2019. Mr. Pierce stated that security will have a ‘High Thru-Put’ device that will process multiple passengers at one time as they come through the security line. The restroom doors will open ‘out’ instead of ‘in’ with a scale to fit your personal belongings as well as hooks to hang your belongings. There will be family accessible restrooms, changing stations and low-sensory tolerance rooms (quiet rooms).
