Bob Langenkamp, City Manager's Office, testified on behalf of this Ordinance. He informed the Committee that this is a routine final plat that has progressed through the process. He also requested an Advance.

Approving the request for removal of real property from the 3 Trails Village Community Improvement District generally located at the northeast corner of the intersection of I-435 and Bannister Road in Kansas City, Jackson County, Missouri.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Jim Hedstrom, CIty Planning and Development, and Evan Fitts, Polsinelli Law Firm, presented testimony on behalf of this Ordinance. Mr. Fits testifeid that the removal of property in this Community Improvement District is in conjunction with the agreement with Cerner as the property is needed by Cerner for their purposes. Councilman Sharp also testified on behalf of this Ordinance. He testified that demolition of the site has already begun and is well underway. It was recommended by Councilman Sharp that the Ordinance be advanced as requested by Mr. Fitts.

Galen Beaufort, City Attorney's Office, gave teh staff report on this Ordinance. He testified that The City Manager has previously determined on behalf of all City departments that all parcels of real property owned by, or to be acquired by, the City within the boundaries of the Beacon Hill project area are considered in excess of the needs of the City and no interest has been expressed by any City Department in retaining such parcels for public use.

Sarah Anzicek, City Planning and Development, gave the staff report on this Vacation. The purpose of the Ordinance is to clean up unused pieces of right of way to consolidate ownership for a truck service facility. The applicant (Vander Haag’s, Inc.) is petitioning to vacate these pieces of right of way as part of an overall Urban Redevelopment plan in the area. The vacation of these pieces was made a condition of approval for an Urban Redevelopment plan (10963-URD-3) for a new and used truck sales/service facility and outdoor reclaimed truck and parts storage facility that was approved by City Council in April of 2011.

Sarah Anzicek, City Planning and Development, gave the staff report on this Ordinance. The purpose of the Vacation is to develop an office and research park. This vacation was initiated by Oxford Acquisition, in concert with the City, in order to complete the parcel exchange and provide the needed access to the property newly acquired by Oxford. Oxford has committed to file rezoning and development plans for an office and research development in the area. The plan would be to create a large, high-quality development similar to the Corporate Woods Office Park in Overland Park, Kansas. Oxford has stated that “it is essential to the development of this project that this access parcel Tract A be vacated, so that the replatting process can commence.”

Authorizing the Director of City Planning and Development to execute a $94,500.00 contract with Paul Zucker, dba Zucker Systems, to review and evaluate the Department’s service processes and performance; authorizing the Director to amend the contract; and appropriating $248,267.00 from the Unappropriated Fund Balance of the Development Services Fund to fund the Zucker contract and departmental office improvements.

Greg Franzen, City Planning and Development, gave the staff report on the Ordinance. Mr. Franzen informed the Committee that this Ordinance would allow the funding for a service process consultant contract and to assist with remodeling of the City Planning Development's floor. The consultant will perform a comprehensive review and evaluation of City Planning & Development service processes and performance. Funds will also assist with the remodeling of City Hall 15th Floor to improve functionality.

Jenna Wilkinson, EDC, testified on behalf of this Ordinance. The 39th & Prospect TIF Plan was approved by City Council on December 14, 2006 by ordinance 061319 and the First Amendment to the TIF Plan was approved by City Council on September 20, 2012 by ordinance 120731. Ordinance 061322, regarding Project Area 1, has been held since the original approval of the TIF Plan by City Council. Councilman Reed also testified on behalf of this Ordinance. He testified on the changes being made to the Prospect corridor with this project as well as the groundbreaking of the new East Patrol station at 27th and Prospect.
