Joe Reichert, Public Works Department and George Sharp, Assistant City Attorney both spoke on the communication, explaining to the committee its intent and purpose. Committee recommended that the communication be received and filed.

Approving the plat of Willow Brooke 8th Plat, an addition in Kansas City, Clay County, Missouri; accepting various easements; establishing grades on public ways.

Lee Dixson, Public Works Department, gave an overview of the ordinance. All of the grades and closures have been checked and he recommended approval. Committee concurs with staff's recommendation.

Authorizing a one year lease agreement with RBAPT, L.L.C., for lease payments in the amount of $55,500.00 plus payments not to exceed $18,850.00 for renovation and utility costs for public works field inspection office space and private parking area for 50 vehicles located at 8516 N. Oak.

Amending Chapter 80, Code of Ordinances, by repealing Sections 80-20, Definitions, 80-111, Uses permitted in CP district, 80-140, District C-2 (local retail business), and 80-212, Conditional uses permitted for limited time, and enacting in lieu thereof new sections of like numbers and subject matters.

Approving the development plan submitted by the Mark Twain Redevelopment Corporation on a tract of land of approximately 0.33 acres generally located at the northwest corner of 11th Street and Baltimore Avenue; declaring the area included in such plan to be a blighted area and its redevelopment necessary for the preservation of the public peace, prosperity, health, safety, morals and welfare; authorizing the Director of Finance to enter into a contract with the Mark Twain Redevelopment Corporation; and authorizing certain tax abatement within the plan area.

John Eckardt, City Development stated that the ordinance will approve a new 353 project for the Mark Twain Tower located at 11th & Baltimore. The building was placed on the national Register of Historic Building in 1983 as part of the hotels in the Downtown Area Historic District. The project will be completed in three phases. The Redevelopment Coordinating Committee (RCC) made four determinations: (1) Determined that the area be found blighted; (2) approval of the 353 development plan; (3) determined that financing is adequate based upon the reasonable cost proposed in the development plan and (4) determined that tax abatement be granted in phase I on the basis of 100% for ten years and 50% for the land and improvements for the next 15 years, providing that the property not be run through the redevelopment corporation and receive a Certificate of Full Compliance for Phase I and that PILOTS (payments in lieu of taxes) be paid. The project is to be completed by the year of 2015 and total cost will about $10 million. The project will be completed in three phases. The building does not have sprinklers nor does it meet the minimum standards for American Disability Act (ADA) compliance, therefore the building would need to be in compliance with ADA requirements. He also gave a through overview the plan, explaining what renovations needed to take place. The applicant purchased the property for about 4 million dollars the applicant will be put into the project about 6 million. There is expected to get about 2.5 million dollars worth of tax abatement over the 25 year period. The project will receive about 7% return on the total investment, without 353 there will be about a 5% return investment. Councilwoman Cooper expressed concerns about the building being used for office space. John Eckardt answered Councilwoman Cooper's concerns The ordinance was held for one week to work out the pilot payment and construction requirements associated with the Professional Building.
