RESOLUTION - Adopting the March, 2001, Richards-Gebaur Memorial Airport Master Plan as the official guide for development of aviation facilities at Richards-Gebaur Memorial Airport.


AVIATION COMMITTEE recommends "BE ADOPTED"
The proposed plan study of the RGA forcast a demand by 2025 which expected up to 91 aircrafts might be based here and about 41,000 operations per year. The study also determined the facility requirements for a new RGA which include a 5500 ft. long runway and a 15,000 sq. ft. maintenance and storage anger. There were five options, four of them included the new runway and one which was the no build option. It would cost $1,300,000 a year to sustain an operation of this airport. The public Advisory Committee would like to look at another location for the runway but , Russ Widmar Directer of Aviation believes the airport should remain closed.

Authorizing a $125,870.00 agreement with Bucher Willis Ratliff Corporation for Project No. 20000042 - KCI-Maintenance Building Rehabilitation at 11930 N. Prairie View Road at Kansas City International Airport and the expenditure of previously appropriated funds in the amount of $137,870.00.


AVIATION COMMITTEE recommends "DO PASS"
Russ Widmar stated that the building in this ordinance is referred to as a maintenance building because of it's proposed future use. This building is actually the former flight simulator building that we took posession of last May from TWA. He is requesting the funds to bring this building up to code and meet ADA requirements. It currently has asbestos and PCB's, almost everything in the building needs repairs and overhaul, and in some cases removal. This study will provide preliminary plans , construction costestimates and environmental testing. The conract with Bucher Willis and Ratliff will provide a study of rehabilitation and upgrade cost.

Authorizing execution of an Amended and Restated Use and Lease Agreement with SkyWest Airlines, Inc., at Kansas City International Airport effective between May 1, 2001 and April 30, 2003.


AVIATION COMMITTEE recommends "DO PASS"
This ordinance will approve our standard use and lease agreement with Skywest Airlines begining with one daily roundtrip from Salt Lake City International to Kansas City International Airport. This is a sbstitute of the Skywest regional jet , which is a smaller jet for a standard Delta jet in certain times of the day because the market dosen't fill the larger airplane. This agreement will expire April 30, 2003.

Authorizing a five year Lease Agreement with Printing Industries Association of the Heartland at the Kansas City Downtown Airport.


AVIATION COMMITTEE recommends "DO PASS"
Ordinance 010532 discusses a new lease agreement with an existing tenant. The new lease brings them up to market rate and relocates them from th 2nd floor to the 1st floor. The total value of the lease for 5 years is $143,000. Charles Smith,a Kansas City resident stated that RGA is a very important method of transportation for corporate people all over the country . He is very hopeful that the airport will be open again because the National Air Transportation Assciation has put RGA on the list of 100 most needed airports in the United States. James Case, citizen of Kanasas City, testified in favor of re-opening the Richards-Gebaur Airport. Robert Haggerton , citizen of Kansas City Kansas also testified in favor of re-opening RGA.
