Authorizing the Director of Finance to accept a proposal of Banc of America Public Capital Corp (“BAPCC”) to finance the acquisition of Neighborhoods and Housing Services Department vehicles (“Project”); authorizing the execution of any and all documents and agreements necessary for the financing; estimating revenue and appropriating $6,944,500.00 in Fund 3230; designating requisitioning authorities; authorizing the Director of Finance to close project accounts upon completion; approving Lease Counsel; declaring the intent of the City to reimburse itself from the lease purchase proceeds for certain expenditures; and recognizing this ordinance as having an accelerated effective date.

Authorizing the Director of Health to enter into contracts with area health centers, along with Children's Mercy Hospital, Truman Medical Center, and Swope Ridge Geriatric Center to provide primary health care services for indigent residents in Kansas City, Missouri.

Dr. Rex Archer and Frank Thompson, Health Department, presented information on this ordinance. There continues to exists a considerable need for health care services for the uninsured and underinsured citizens in Kansas City. This ordinance approves contracts with Kansas City CARE Health Center, Northland Health Care Access, Samuel U. Rodgers Health Center, Swope Health Services, Truman Medical Centers, Children's Mercy Hospital and Swope Ridge Geriatric Center to support the provision of uninsured care for Kansas City, MO residents.

This ordinance authorizes the manager of procurement services to execute a $3,200,000.00 contract with Heartland Center for Behavioral Change, a Missouri nonprofit corporation, to house KCPD arrestees and detainees and to provide housing, assessment, re-entry and rehabilitation services for City inmates and detainees.
