John Pajor, City Planning and Development, explained the purpose of this ordinance. No public testimony. This ordinance will allow a transfer of funds from the unappropriated fund balance to fund several expenses related maintaining and improving district infrastructure that requires the Westport Special Business District to access reserve monies in the unappropriated fund balance.

Approving the Petition to establish the Truman Road Community Improvement District; establishing the Truman Road Community Improvement generally located on either side of Truman Road between Cleveland on the west and Topping on the east in Kansas City, Jackson County Missouri; and directing the City clerk to report the creation of the District to the Missouri Department of Economic Development.

This ordinance, pursuant to the Community Improvement District Act (Act) contained in Section 67 RSMo., approves the Petition and establishes the Truman Road Community Improvement District as a political subdivision in the State of Missouri.

Burge for the personal debt aspect of a certain special tax bill. The settlement agreement is for immediate payment of $84,050.00 with Joseph W. Burge consenting to future collection from the estate of the last survivor between Joesph W. Burge and Rosalie Burge.

Patrick Hoops, National Nuclear Security Administration, testified regarding environmental programs at the Kansas City plant and answered questions from the committee. Sharon Marcano, White Goss Law Firm, testified on the performance measure language and the PILOT schedule and answered questions from the committee. No public testimony. This ordinance will approve a preliminary plat in District C-3a2 (Intermediate business-high buildings-district) to allow for the creation of two (2) commercial lots and three (3) condominium units.

 City Planning and Development staff will present "Development Code Workshop #3: Administration and Procedures." Tom Coyle, City Planning and Development, gave a brief summary of code administration and introduced Kirk Bishop, Duncan Associates. Mr. Bishop gave a powerpoint presentation which covered the administrative and procedural aspects of the proposed development code and answered questions from the committee. There may be a Closed Session to discuss a Real Estate Transaction pursuant to RSMo 610.021(2) and a Legal Matter pursuant to RSMo 610.021(1). No closed session.
