Jim Mellem, Water Services Department testified on behalf of this ordinance. This ordinance will be releasing and abating sanitary sewer special tax assessments upon property owned by Kemp Estates, LLC in the vicinity of NE 95th Terrace and N View Crest Drive.

Repealing Section 5 of Ordinance No. 080051, relating to Street Right-of-Ways taken for public use and enacting in its place a new section adding Tracts 2 and Tracts 4A through 4E to the condemnation for the purpose of correcting an omission of these tracts in said ordinance.

Rodney Wallace, CIMO, testified on behalf of this ordinance. This ordinance is to amend ordinance 080051 which omitted certain tracts from condemnation. These tracts, along with previous tracts named in said ordinance, are needed for public purpose as part of Project 8113, 87th Street improvements.

Authorizing the Director of Public Works to enter into an agreement with The Port Authority of Kansas City, Missouri and IOC-Kansas City, Inc, for the purposes of ensuring that the Missouri Highways and Transportation Commission (MHTC) is granted all necessary right-of-way for the relocation of East Front Street and the construction of additional improvements in conjunction with the new Paseo Bridge project; consenting to the amendment of the lease agreement between City and Port Authority to include the excess right-of-way lying east and west of the new bridge as a result of the relocation of East Front Street and construction of the new Paseo Bridge; and consenting to the amendment of IOC-Kansas City, Inc’s sublease to include said excess right-of-way lying east of the new bridge; and recognizing an emergency.

Stan Harris, Public Works, testified on behalf of this ordinance. Mike Burke, Port Authority, was present to answer questions from the committee. This ordinance will authorize the Director of Public Works to enter into an agreement with the Port Authority and IOC-Kansas City, Inc. for purposes of the construction and improvements to and around the new Paseo Bridge.

Authorizing a $280,000.00 Agreement with HNTB Corporation for Project No. 89001236, NW 64th - 68th Street (Gower) Connector; authorizing the City Manager to expend $280,000.00 from previously appropriated funds; and authorizing the City Manager to charge up to $963,894.00 for estimated project management costs for the entire project.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "HOLD ON AGENDA (4/2/2008)"
CIMO staff discussed the comittee sub and the policies for CIMO project management costs. There will be a work session on this issue next month. The committee will hold this ordinance for further review.
 
 There may be general discussion regarding current Transportation and Infrastructure issues.
