Joe Rexwinkle, City Planning and Development, gave the staff report on the Ordinance. The plan area consists of three parcels comprising 17 acres and is developed as Red Bridge Shopping Center. The plan area consists of the three main shopping center buildings in the center of the site facing Holmes Rd, extending westward along Red Bridge Rd to Oak St including a building housing a day care at this location. Four other buildings commonly associated with the center are under separate ownership and excluded from the plan. These buildings include the Red Bridge branch of the Mid-Continent Public Library, located immediately to the west of the shopping center, and three out parcels along Holmes consisting of a gas station, CVS and bank.

Ashley Winchell, City Planning and Development, gave the staff report on the Ordinance. Single family homes are allowed in M1 districts with a Special Use Permit. The applicant has submitted a development plan in lieu of a Special Use Permit to allow for the construction of four single family homes. The homes will front on Holly Street and cul-de-sac with a median for landscaping will provide a turn around on the south end of Holly Street. The plan proposes a sidewalk on the west side of Holly which will connect to the sidewalk on the south side of W 32nd Street. Directly behind the subject site is vacated Mercier Street and beyond Mercier are light manufacturing uses. Although the property is zoned M1-5, manufacturing uses on the subject site could have a negative impact on the existing neighborhood.

Olofu Agbaji, City Planning and Development, gave the staff report on the Ordinance. The request to amend the existing Chapter 80 approved development plan in Districts R-2.5 and R-6, on approximately 246 acres. The existing development plans approved by Ordinance Nos. 040525, 040527 and 040528 passed by City Council on June 17, 2014 rezoned an area of approximately 246 acres and approved a development plan for the same. Only the first phase of the development has been constructed. Genesis Crossing Phase one and the First Plat have been approved and partially constructed. This will allow for an adjustment to the overall density, unit count, phasing, and building types for the Genesis at Green Hills Community Unit Project. The plan amendment shows the elimination of proposed N. Lennox Avenue, a private street that connects to NW Tiffany Springs Road and creates a gated community. All proposed internal street connections will be eliminated. Staff recommends that the existing stub streets be properly abandoned to provide a consistent transition. Staff also recommends approval of a street naming plan for the proposed development prior to issuance of any building permit.

Ms. Rayford addressed the Committee with a 20 year progress report on the Southtown Corridor/31st and Baltimore TIF plan. The Southtown Corridor/31st & Baltimore TIF Plan is generally bounded by 59th Street on the north, 75th Street on the south, Holmes Road on the west, and Chestnut on the east (the “South Prospect/Troost Area”) and generally bounded by Memorial Drive on the north, Wyandotte Street and Baltimore Street on the west, Main Street on the east, and 31st Street on the south (the “31st & Baltimore Area”).

The Redevelopment Area includes two noncontiguous areas which are generally bounded by: (1) NE 43rd Street on the North, property line of the old Farmland Building (3301 North Oak Trafficway) on the south and the western property line of commercial properties facing North Oak Trafficway on the west and the eastern property line of commercial properties facing North Oak Trafficway on the east and (2) southern boundary of the existing Baptist Seminary bldgs. On the N, Vivion Road on the south, western boundary of a tract commonly known as the President’s House on the east and North Oak Trafficway on the west in Kansas City, Clay County, Missouri.

Because the Third Amendment was properly noticed, the recommendation that City Council not approve the Third Amendment must be considered at the Council level.

Watkins Drive on the east, the KCT Railroad on the south and Oak Street on the west to be a blighted and insanitary area in need of redevelopment and rehabilitation pursuant to the Land Clearance for Redevelopment Authority law and approving the Urban Renewal Plan for the same, said plan to be known as the East Crossroads Urban Renewal Plan. (721-S).

John Eckardt, City Planning and Development, gave the staff report on the Ordinance. The site is about 92 acres bound by I-670/I-70 on the north, Bruce R Watkins Drive on the east, the KCT Railroad on the south and Oak Street on the west. According to the submitted plan, the area has good access to the adjacent interstate system, began general development in late 19th Century and early 20th Century and is made up of a diversity of industrial and commercial businesses. These businesses range in size from modest and basic one-story operations, substantial two-and-three-story multi-tenant buildings to large operations in multi-story buildings. The report also states that the area began to experience a slow decline once the suburban growth accelerated.
