Justin Peterson, City Planning, provided presentation on this ordinance. This ordinance approves the plat of Love’s 210 Highway Travel Center, an addition in Clay County, Missouri, on approximately 20 acres generally located at the southeast corner of Highway 210 and N. Eldon Avenue, creating one commercial lot and three tracts. It also, authorizes the Director of City Planning and Development to execute and/or accept certain agreements The City Planning commission recommends approval of this case David Matthews of Olsson Associates/Hunt Midwest, elaborated on this area plan with staff recommendations.

Christopher Huey, City Planning, provided the presentation for this ordinance. This ordinance requests the rezoning of approximately 79 acres, developing 169 single-family residential lots for the subdivision, and permits only one access to the north of subdivision instead of two. Patricia Jensen, White Goss gentile Rhodes P.C., stated that the original ordinance did not include the development plan approval with the conditions recommended by the plan commission. Patricia stated that the applicant does not have any conditions with the 21 recommendations by planning.

Approving the petition to establish the Wornall Village Community Improvement District; establishing the Wornall Village Community Improvement District generally located at the southwest corner of the intersection of Wornall Road and 84th Street, with an adjacent property north of 85th Street in Kansas City, Jackson County, Missouri; determining the District to be a blighted area; determining that certain actions are reasonably anticipated to remediate blighting conditions and will serve a public purpose; requiring the annual submission of certain records; and directing the City Clerk to report the creation of the District to the Missouri Department of Economic Development.

Patricia Solis, City Planning, presented the Wornall Village CID. She stated that City Planning, IT & Law Department agrees that it meets requirements to be a CID. Mark Unterseree, of Untersee & Associates, presented a map for redevelopment. Thomas Nolte, Nolte & Associates Architects, stated developers are adding an additional 5ooo feet to the grocery store, and making several enhancements. Removing the old Church’s Chicken building and improving the old Diary Queen building site on the south.

The Committee had concerns of this location and suggested location on 4400 Blue Parkway. There are negotiations with H&R Bloch for the building on 4400 Blue Parkway which need authorization to terminate the lease with City of Kansas City to acquire the building.
