RESOLUTION - Expressing the Council’s support of the Mayor’s participation in the national coalition of Mayors Against Illegal Guns and its pledge to work to find innovative new ways to meet the challenge of illegal guns within our community.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "BE ADOPTED AS A COMMITTEE SUBSTITUTE"
Councilwoman Jolly, explained that the resolution expresses the committee and the council support for the Mayor's participation in the National Coalition of Mayors Against Illegal Guns. Mayor Funkhouser was present and stated that he appreciated the committee and council support for his participation in MAIG. The organization, mayor and council pledge to work toward six primary goals. 1. Punishment to the maximum extent of the law. 2.Target and hold accountable irresponsible gun dealers. 3.Oppose federal effort to restrict cities right to access tract data. 4.Work to develop and use technologies that aids in detection of illegal guns. 5.Support local state and federal legislation that targets illegal guns 6.Invite other cities to join in the new national effort against illegal guns.

RESOLUTION - Directing the City Manager to perform various tasks to enhance communications, training and cooperation between the Kansas City Police Department and the Airport Police, to perform a safety assessment of City airport operations and to report back to the City Council.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "IMMEDIATE ADOPTION AS A COMMITTEE SUBSTITUTE"
Mark Van Loh, Aviation Department, Cheif Lomax, Airport Police and Cheif Whipple, Kansas City Police Department and others were present to expres support for the substitute resolution that directs the City Manager, Kansas City Police Department and The Airport Police to work together for better communication and mutual aid. It also would direct them to perform safety assessments of the City airport operations and to report to the full Council.

Amending Chapter 50, Code of Ordinances, by enacting a new Section 50-47, Violation of Order of Protection.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "DO PASS"
Marty Rigby, Prosecutors Office and Officer Trout, Domestic Violence Office testified that the ordinance would strengthen the arm of the "order of protection". They commented that by doing this it would give victims a reassurance that their offender will be fully prosecuted, that law enforcement is actively involved in prevention of further violation.

Accepting and approving a one-year $17,490.00 contract with the Missouri Department of Health and Senior Services to conduct preventive health screening of all newly arriving refugees in Kansas City; increasing revenue in the amount of $14,575.00 and reducing appropriations in the amount of $2,915.00 in the Governmental Grants Fund.

Dr. Archer, Health Department, testified on ordinances 080788,080789 and 080790 all previousely held items that approved contracts and funding for prevention health screenings for newly arriving refugees, health care for special needs children and tuberculosis control activities respectively. He added that all newly arriving refugees must be immunizated before receiving federal documentation.

Accepting and approving one year $51,000.00 and $114,000.00 contracts with the Missouri Department of Health and Senior Services to provide funding for children with special health care needs; increasing revenue in the amount of $107,092.00 in the Governmental Grants Fund; and increasing appropriations in the amount of $64,503.00 in the Governmental Grants Fund.

 There will be an update report related to the funding and implementation plan regarding weed abatement, as noted in Resolution 080772. Joan Finley, Parks and Recreation, explained the plan to complete mowing of overgrown weeds in the Washington Wheatley area over the weekend and thru today the neighborhood group, Parks and Recreation staff and others had clean 113 properties and mowed 377 properties. Troy Schulte, Budget Department, testified that he had looked at the funding for the additional mowing and there were adjustments made so that the $100,000+ funding would be available to complete the mowing scheduled as set forth by the committee. He added that the funding source would not impact any other service or project. Please feel free to stay after this meeting for the joint work session of the Public Safety & Neighborhood Committee and the Housing Commitee regarding Neighborhood Development presentations. There may be general discussion of current Public Safety and Neighborhoods Committee issues. There may be Closed Sessions to discuss a Real Estate Transaction pursuant to RSMo. 610.021(2) and a Legal Matter pursuant to RSMo. 610.021(1).
