Authorizing the Director of Water Services Department to enter into a $1,245,305.00 contract with Superior Bowen Asphalt Company, LLC for Contract No. 08021, Citywide Asphalt and Concrete Repairs 2008-2009; authorizing the Director of Water Services to expend $1,307,305.00 for the project; and authorizing the Director of Finance to return unexpended appropriations to the appropriate account.

Authorizing the Director of Public Works to execute an amendment to the 2008-2009 Transit Service and Share-A-Fare Administration agreement with the Kansas City Area Transportation Authority (KCATA) for the purpose of authorizing additional funding from the Public Mass Transportation Fund in an amount sufficient to satisfy City’s estimated annual obligation for mass transit services; and authorizing the expenditure of additional funds previously appropriated in an amount not to exceed $19,611,340.00.

Enacting a new Section 68.476, Code of Ordinances, entitled Sales tax light rail to enact new sales taxes totaling 3/8% to be devoted to a light rail system to extend for 25 years beginning April 1, 2009; providing for submission of this ordinance to the qualified voters of the City for their approval at a special election called for Tuesday, November 4, 2008; authorizing and directing the City Clerk to notify the responsible election authorities of this election; authorizing and directing the City Clerk to notify the Missouri Director of Revenue if the proposal is approved by the voters; and recognizing this ordinance to be an emergency measure.

The purpose of the 72-inch supply pipeline, known as Phase V Segment 8 of the Jackson-Cass Regional Transmission System, is to increase supply pipeline capacity to the East Bottoms Pumping Station to meet projected demands for the south system beyond year 2030.
