Authorizing execution of a Lease Agreement with K.C. Partners for a term of one year at an annual rate of $482,408.10, for office space, utilities, and parking for a building located at 324 East 11th Street, 6th, 7th, 8th and 9th Floors, Kansas City, Missouri.

Edgar Jordan, City Development Department, stated that approval of the ordinance will allow a lease agreement for the Water Services Department/Engineering Division, located at 324 E. 11th Street.

Accepting the recommendations of the Tax Increment Financing Commission as to the First Amendment to the Parvin Road Corridor Tax Increment Financing Plan; approving the First Amendment to the Parvin Road Corridor Tax Increment Financing Plan; and designating a Redevelopment Area.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "HOLD ON AGENDA"
Kelli Cochran, Economic Development Corporation, stated the redevelopment area is bounded by NE 48th Street, Parvin Road. The ordinance is the approval of the 1st amendment to the Parvin Road Corridor Tax Plan. The amendment would provide for an expansion of the Redevelopment Area to include parcels of property that is already identified in the plan to be acquired for the widening and relocation of North Arlington. Also the five parcels are to be designated for potential use as public open space and other public improvement. Mark Epstein, Attorney, stated that his client feels that his property should not be acquired and prefers an alternate location of sites.

Laura Whitner, Economic Development Corporation, stated approval of the ordinance will provide for the second amendment to the Tower Properties Tax Increment Finance (TIF) plan. The amendment would be for the addition of a project located near 7th & Main, 8th Street and Baltimore.

Lee Dixson, Public Works Department, testified on the ordinance. He stated the plat is for a one lot commercial lot (shopping center). All of the grades and closures have been checked and he recommended approval of the ordinance.
