Dinae Binkley, City Planning and Development, gave teh staff report on the Ordinance. Official street name changes are needed when platted street names or errors in platting conflict with naming standards, or when street realignments make existing names obsolete. The road to be changed is N. Olive Avenue. According to the Street Naming Index for Clay County, Park Avenue must be between Brooklyn Avenue on the west and Wabash Avenue on the east. The previously approved street naming plan does not show Park Avenue between Wabash and Brooklyn. Therefore, the section of N. Olive Avenue between NE 111th Terrace and NE 112th Street must be changed to N. Park Avenue. There are no affected property owners, as the homes are platted but not built. The Street Naming Committee approved this street name change on June 5, 2014.

Proter Arneil, General Services - Architecture, gave the satff report on the Ordinance. The Municipal Art Commission have commissioned Artist David Dahlquist for this project. Dahlquist was selected through the City's competitive public art panel selection process and approved by the Municipal Art Commission. There was concern raised by the Committee about the lack of local artist selection. The Ordinance could not be voted out of Committee due to a lack of quorum.

Rezoning an area of approximately 4.54 acres generally located north of W. 13th Street, east of I-35, about 150 feet south of W. 12th Street and west of a line about 150 feet east of Pennsylvania Avenue, to consider rezoning the site from Districts R-0.5, B 4-5, M 1-5 and B 3-2 to District UR, and approving a development plan for 224 multifamily residential units, on two lots which plan also serves as a preliminary plat. RESOLUTION - Amending the Plaza Urban Design and Development plan for the future development and redevelopment of the 1.17 acre area generally located on the west side of Pennsylvania Avenue, about 200 feet north of W. 47th Street, to recommend “Limited Redevelopment within Specific Guidelines” instead of “Approved Development Project.” (225-S-23)

John Eckardt, City Planning and Development, gave the staff report on the Ordinance. It was noted that this s companion case with Ordinance 140476 The plan requests the approval of an amendment to the area plan (Plaza Plan) (Case No. 225-S-23) and a rezoning from District B 4-5 to District UR (Urban Redevelopment district). The rezoning includes the approval of a development plan which also serves as a preliminary plat. Zoning district UR is the zoning district typically used for tax incented cases. This project is stated to seek Chapter 100 incentives. The plan calls for an office building with parking garage. The office building will include a restaurant. The proposal states that there will be eight levels of office and eight levels of parking. The floor plates generally will be 34,000 sf for the parking levels and 25,000 sf for the office levels. Six of the parking levels will be above grade and two of the levels will be below. The project in total will be 14 stories and also include a rooftop architectural element which will house mechanical equipment. The height of the structure will have an elevation of about 330 ft. based upon KC Datum. To maximize views, the office levels will be on the top eight floors. The parking will be on the lower eight floors. Pedestrian entry to the building will be from both the north side and south side, on Pennsylvania Avenue.

Joe Rexwinkle, City Planning and Development, gave the staff report on the Ordinance. The subject property is a 0.7 acre unplatted lot located on the south side of E 85th St between S Euclid Ave and S Brooklyn Ave. The property is developed with one, two-story single family home in the northwest corner of the lot near 85th St and two detached garages on the southern half of the property. Each garage is two stories with the upper floor being an apartment. The property has three driveways from 85th St; one on the east and west ends of the property, both of which are gravel and provide access to the garages/apartments, and a third in the middle which provides access to the single-family home.
