Authorizing a $2,301,240.00 Amendment No. 1 to an agreement with Bucher, Willis & Ratliff Corporation for design services for Project No. 890B5464 - Red Bridge Road Bridge over the Blue River, Project No. 890B8054 - Street Improvements on Red Bridge Rd. Section 2 - Holmes to Blue River Rd. and for Project No. 890C8054 - Street Improvements on Red Bridge Rd. Section 3 - Blue River to Grandview Rd.; authorizing the City Manager to expend $2,301,240.00 from previously appropriated funds for the project; and approving project management costs.

Chad Thompson and James Wong, CIMO, tesitfied on behalf of this ordinance. Councilman Sharp testified in support of this ordinance. This Amendment No.1 provides for final design for Project No. 890B5464 and 890B8054, and preliminary design for Project No. 890C8054. The proposed design will follow the recommendations in the Red Bridge Road Alternative Study prepared by Bucher Willis & Ratliff and supported by the City Council through Resolution No. 080201.

Authorizing a $990,000.00 Amendment 5 with Strahm Automation and Mailing Services, for Contract No. 04007, Water Printing and Mailing Services; exercising a renewal option by extending the term of the contract to April 30, 2009, and authorizing the Director of Finance to return any unexpended appropriation to the appropriate account.

Mable Ramey, Water Services, testified on behalf of this ordinance. This project provides for printing and mailing of water bills and other consumer correspondence with the Banner billing software.

Authorizing the Director of Public Works to enter into an agreement with the Kansas City Area Transportation Authority to provide regular transit services, Share-A-Fare program; and authorizing the expenditure of funds previously appropriated in an amount not to exceed $49,412,140.00.

Patty Hildenbrand, Public Works, testified on behalf of this ordinance. Mark Huffer and Michael Graham, KCATA, were present to answer questions from the committee. The committee will hold this ordinance for one week to address some questions.

Authorizing a $3,945,995.00 one-year agreement renewal with Custom Lighting Services, LLC, for streetlight repair and maintenance in all Council Districts; estimating and appropriating revenue in the amount of $470,545.00 in the Motor Fuel Tax Fund; and authorizing the Director of Public Works to expend $3,945,995.00 for the project.

Authorizing the Director, Acting Director, and Deputy Director of the Water Services Department to act as the City’s designated authorized representatives for participation by the Water Services Department in the Missouri Storm Water Grant and Loan Program in accordance with state requirements administered by the Missouri Department of Natural Resources.

Approving a $435,000.00 Joint Funding Agreement with the United States Department of the Interior, United States Geological Survey, for Contract No. 978, Water Resources Investigations, to assess the urban water quality in the Blue River Basin; authorizing the Director of Water Services to expend $285,000.00 for the project; and authorizing the Director of Finance to return unexpended appropriations to the appropriate account.

Jim Mellum, Water Services, testified on behalf of this ordinance. This agreement will provide for a joint effort between Kansas City and the United States Geological Survey (USGS) for the assessment of the urban water quality in the Blue River Basin.

Authorizing the City Manager to amend the City’s contract with NAPA to provide vehicle parts and operate a Central Fleet parts storeroom for an additional two month period in an additional amount not to exceed $350,000.00; authorizing the City Manager to further amend this contract and to increase the amount of the contract by up to an additional $1,050,000.00 and to extend it for up to six additional months without Council approval; authorizing the City Manager to expend up to $1,400,000.00 from funds previously appropriated for the contract; and authorizing the Director of Finance to return unexpended appropriations to the appropriate account.

Gerry ?, Fleet Administrator, testified on behalf of this ordinance. This ordinance will authorize the City Manager to amend the City’s contract with NAPA to provide vehicle parts and operate a Central Fleet parts storeroom for an additional two month period from May through June 2008.

Authorizing Amendment 2 to a Water Purchase Agreement between Kansas City, Missouri and Missouri-American Water Company.

 There may be general discussion regarding current Transportation and Infrastructure issues. The committee had discussion regarding the upcoming Wet Weather Solutions meetings. Councilman Ford informed the committee of the upcoming joint meetings between Finance and Transportation and Infrastructure committees. Robert Reeves, General Services, gave an udate to the committee in regards to the two eleveators in City Hall that have been out of service for some time.
