Approving the preliminary plat of Parkdale Estates on a 6.68 acre tract of land generally located on the east side of N.W. Parkdale Road about 180 feet north of the Kansas City, Missouri city limit and 400 feet south of N.W. 52nd Terrace. (SD 1382)

Virginia Walsh, City Planning and Development, testified on behalf of this ordinance and answered questions from the committee. Elbert Bridges, Site Line Surveying Inc., was available to answer questions from the committee. Connie Williams, property owner, had concerns about effects on her property. She was assured that the integrity of her property would be maintained. This ordinance will approve an inter-municipal prelimiinary plat for one single-family lot in District RA and in unicorporated Platte County.

Approving the Hillside Redevelopment Corporation “353” Development Plan for the redevelopment and rehabilitation of the neighborhood as provided in the Urban Redevelopment Corporation Law of the State of Missouri (Chapter 353, RSMo) for an area of approximately 138.32 acres generally located at the northwest quadrant of Hwy 350/Blue Parkway and the area between the eastbound and westbound lanes of Hwy 350/Blue Parkway, just east of Raytown, (the “Redevelopment Area”), declaring such redevelopment necessary for the preservation of the public peace, prosperity, health, safety, morals and welfare; authorizing the City to enter into a contract with the Hillside Redevelopment Corporation for implementation of the Development Plan, and authorizing certain tax abatement within the Redevelopment Area. PLANNING AND ZONING COMMITTEE recommends "DO PASS AS A SECOND COMMITTEE SUBSTITUTE"
Jacob Dobsch, City Planning and Development, explained the purpose of this ordinance and answered questions from the committee. City Planning staff recommended denial citing that this type of use is not consistent with the approved Hickman Mills Area Plan. Gerald Williams, City Planning and Development explained the recommendations of the Hickman Mills Area Plan and answered questions from the committee. R. Scott Beeler, Lathrop and Gage Law Firm, represented the applicant, T-Mobile, and testified on behalf of the ordinance and answered questions from the committee. Mr. Beeler discussed options given to property owners and the neighborhood associations for the cell tower and the necessity of the tower at that particular site. He submitted a petition circulated at a neighborhood association meeting demonstrating some of the residents opinions on the tower site. The following testified in opposition to the ordinance: Carol McClure--Resident Jerry Mitchell--Ruskin Heights Homes Association Maggie Moran, Law Department, distributed a second committee substitute that gives reasons for the denial of building a cell tower on that site. The second committee substitute with changes to condition 15 was accepted by the committee.
