Accepting and approving a one-year $249,491.00 contract with the Missouri Department of Health and Senior Services that provides funding to local public health agencies for the promotion of core public health functions.


NEIGHBORHOODS & HEALTHY COMMUNITIES COMMITTEE recommends "DO PASS"
Dr. Rex Archer, Health Department, explained that the ordinance would accept a grant for a one year contract. He added that he wanted to let the committee that know the Missouri and Kansas City has slipped from 26 to 43 over the last several years and this has an impact on services delivered. This ordinance grant represents a 20% reduction in funding. He stated that in the pass contract structure was writing in a way that would allow the department to be penalized for being unable to meet all the goals even though funding was not available. However that contract clause has been addressed and the department is still managing to do an above average job with substandard funding.

Reducing appropriations in the amount of $39,900.00 in the Fourth Council District Contingency in the Capital Improvements Fund; appropriating it to Project No. 70134914 and Project No. 64011006; and designating requisitioning authority.


NEIGHBORHOODS & HEALTHY COMMUNITIES COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Cldye Paige, Capital Improvements, explained that the ordinance would allow funding from the 4th district contingency fund for the repair of infrastructure in the Fourth Districts Southmoreland Park and other repairs in preparation for the AllStar games. The substitute changes a funding amount.

Declaring certain real property surplus to the City’s needs; authorizing the Director of the General Services Department to convey these certain parcels to the Land Clearance for Redevelopment Authority and authorizing the execution of related documents.


NEIGHBORHOODS & HEALTHY COMMUNITIES COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Galen Beaufort, Law Department, explained that the ordinance before the committee asks the council/committee to transfer 3 properties to developer included in the Colonnade Projects on the Plaza. Thirty will be 30 low and moderate income units and the rest at market value. Shawn Hughes and John Wood both testified on the ordinance.
