Adopting and authorizing the execution of the Collective Bargaining Agreement with Local 42, I.A.F.F.

FINANCE, GOVERNANCE & ETHICS COMMITTEE recommends "DO PASS"
This ordinance states the conditions of the cooperative agreement with Local 42, IAFF. Troy Schulte, City Manager, talked about various conditions within the agreement. With approximately 170 pages to the agreement it would be impossible to cover all of the conditions but he did state that any across the board concessions made to Local 500 or any other labor group for the city would send Local 42 back to the negotiation table. Representatives from Local 42 and Local 500, were on hand to answer questions from the committee. Jeff Place, counsel for the City, was the key negotiator in the talks between the city and the union. He gave an overview of the key points within the agreement. Mike Cambino, Local 42 President, talked about the agreement as well. He wanted to continue to maintain a good working relationship between the union and the city. Dan Cofran, Citizen's Association, spoke in favor of the agreement. Mayor James stated that he was impressed with the way negotiations went, even the rough spots, overall. He wanted to continue working with representatives from Local 42 in developing a long-range public safety plan for the city. Councilman John Sharp stated that overall, he supported the document presented to the committee. He had concerns about there being a lack of representation in the southern part of the city if the fire station at Richards-Gebaur was closed. The city would have to rely on outlying cities to handle Kansas City's emergencies or use the fire station at Red Bridge and Holmes. With issues of response times being discussed, this would add to the problem. Councilman Davis expressed concerns as well. However, he stated that the good of the agreement outweighed the negative so he would have to support the ordinance.
