John Eckhart, City Planning and Development, testified on behalf of this ordinance and companion ordinance, 080955, and answered questions from the committee. Ruben Alonzo, Finance Department, testified and answered questions from the committee regarding the claw back clause. Shannon Marcano, White Goss Law Firm, and Fred Wells, American Century, testified on behalf of this ordinance and answered questions from the committee. No public testimony. This ordinance and companion ordinance, 080955, will amend an existing “353” development plan to allow for construction of an office building.

Approving the Petition to establish the Red Bridge Community Improvement District; establishing the Red Bridge Community Improvement District generally located on either side of Red Bridge Road between Oak Street on the west and Holmes Road on the east in Kansas City, Jackson County Missouri and directing the City clerk to report the creation of the District to the Missouri Department of Economic Development.

PLANNING AND ZONING COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Patricia Noll. City Planning and Development, explained the purpose of this ordinance and answered questions from the committee. No public testimony. This ordinance will amend a previously approved development plan to allow for construction of multi-family apartment units in lieu of condominium units and other revisions in Districts URD.

 The following presentations will be heard at 1:30 p.m.: City Planning and Development staff will present "Development Code Workshop #1: Zoning Districts and Use Regulations." City Planning and Development staff will present "Development Code Workshop #2: "Development Standards." Tom Coyle gave a brief history of the new development code and commented on the transition to the new development code. Patricia Noll, City Planning and Development, introduced Kirk Bishop, Duncan Associates. Mr. Bishop gave a powerpoint presentation which focused on some key components of the code dealing with the zoning district provisions and the development standards portion of the new development code ordinance. Mr. Bishop stated that the next workshop/session will focus on the administrative and procedural aspects of the new development code. There may be a Closed Session to discuss a Real Estate Transaction pursuant to RSMo 610.021(2) and a Legal Matter pursuant to RSMo 610.021(1). 2:34 p.m. - Councilman Ed Ford moved and Councilwoman Cindy Circo seconded the motion to go into closed session on a legal matter. The motion was carried by unanimous vote. 2:47 p.m. - Councilman Ed Ford moved and Councilman John Sharp seconded the motion to come out of closed session and come back into open session. The motion was carried by unanimous vote.
