Authorizing the condemnation and taking of private properties in fee simple for public use for Street Improvement Project No. 89008121 “Englewood Blvd Complete Streets Upgrade”, in the vicinity of Englewood Road, from NW Waukomis Drive east to 169 Highway, in Kansas City, Platte County, Missouri; providing for the payment of just compensation therefore; authorizing continued negotiations and purchase by the Director of the Public Works Department; authorizing the filing of the petition for condemnation by the City Attorney on behalf of the City; and directing the City Clerk to record this ordinance in the office of the Recorder of Deeds for Platte County.

Don Franks, Public Works testified that the property must be condemned for the purpose of "Englewood Blvd Complete Streets Upgrade" Project. Improvements shall be of the nature described and specified in accordance with, the plans and specifications for Project No. 89008121which is on file in the Office of the Director of the Public Works Department.

Authorizing the Director of Public Works to enter into a Supplemental Agreement with the Missouri Highways and Transportation Commission (MHTC) for the installation and maintenance of highway/rail grade crossing safety improvements.

Ralph Davis, Public Works testified that this work will improve the crossing safety of both the highway and railroad traffic at the existing grade crossing, where 17th Street intersects Railroad tracks between Crystal Ave. and Oakland Ave.

Don Franks, Public Works testified that the property must be condemned for the purpose of "Northwood Road: Street and Sewer Improvements" project. Improvements shall be of the nature described and specified in accordance with, the plans and specifications for Project No. 89008160 which is on file in the Office of the Director of the Public Works Department.

 1. There will be a presentation on the 2017-2022 Citywide Business Plan - Transportation and Infrastructure Objectives.
 
 Sherry McIntyre, Assistant City Manager and Director of Public Works reviewed changes to the Departmental Strategic Objectives, which support the Council's goals to improve the city's physical infrastructure with special attention to streets, curbs, sidewalks and water/sewer systems and strengthen the multimodal transportation system that enhances in neighborhoods, business centers, recreational destinations as the starting goal. She went on to discuss developing asset specific plans to maintain city infrastructure and try to incorporate a clearer understanding of what that strategic objective means. One recommended change was to develop long term asset specific financing and operation plans to maximize useful life and promote economic development opportunities for the city's infrastructure needs. Additional changes to the Departmental Strategic Objectives were to refine and implement strategic infrastructure investments in the Twin Creeks area that capitalize on natural features, promote unique development patterns, build civic space, and promote sustainable design and construction. The presentation will be continued next week. A copy of the presentation is on file in the City Clerk's office.
 
 2. There may be a general discussion regarding current Transportation and Infrastructure Committee issues.
 
 3. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
