COMMUNICATION - Notice to the City Clerk from the Antioch Center Community Improvement District regarding the submission of their Annual Report for fiscal year ending April 30, 2016.

Approving the petition to establish the 12th & Wyandotte Community Improvement District; establishing the 12th & Wyandotte Community Improvement District generally located between 11th Street on the north, 13th Street on the south, Baltimore Avenue on the east and Central Street on the west in Kansas City, Jackson County, Missouri; acknowledging that the 12th & Wyandotte Community Improvement District is located within the boundaries of the Central Business District Urban Renewal Area as established pursuant to the Land Clearance for Redevelopment Authority Law and determining that the 12th & Wyandotte Community Improvement District may exercise certain additional powers in connection therewith; requiring the annual submission of certain records; and directing the City Clerk to report the creation of the 12th & Wyandotte Improvement District to the Missouri Department of Economic Development.

Jim Hedstrom, City Planning and Development, addressed the Council. Dave Frantze, Stinson Leonard Street Law Firm, addressed the Council. Mr. Frantze testified that this CID is a part of the funding mechanism for the major renovations of the Marriott Muehlebach, Kansas City’s largest Convention Hotel complex in downtown Kansas City. It will assist in the rehabilitation of 983 rooms. The deal includes 200 parking spaces in a parking garage for a 30 year term between Walnut and Baltimore and between 10th and 11th Streets. Additionally, the applicant has committed to make available to Visit KC 80% of their hotel rooms for marketing by Visit KC where Visit KC sets the rate on said rooms. With the completion of this project in conjunction with the proposed Hyatt Hotel, the City will have approximately 1,800 brand new rooms adjacent to the Convention Center.

Approving an updated blight finding for a defined area within the existing Key Coalition Urban Renewal Area.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Bob Long, Economic Development Corporation, gave the staff report on the Ordinance. Approval of an updated blight finding for the designated target area would make it possible for the Land Clearance for Redevelopment Authority (LCRA) to use eminent domain to support the City’s housing development efforts. The proposed housing development efforts would support the City’s redevelopment of the Linwood Shopping Center.
