Stuart Bullington, Neighborhoods and Housing Services Department, gave the staff report on the Ordinance. The property at 2437 Tracy is a historic, victorian style single family house that is under contract for rehabilitation. In order to facilitate the transfer, the property must be transferred to the Land Clearance for Redevelopment Authority which will then deed the property to the selected developer. The City Manager has determined that all properties within the Beacon Hill Redevelopment Area are in excess of City needs . The rehab will begin upon closing.

Ashley Winchell, City Planning and Development, gave the staff report on the Ordinance. The right-of-way to be vacated is Euclid Avenue from Independence Boulevard to the north and to its terminus to the south. The right-of-way is constructed and runs through the middle of the Century Towers site. The right-of-way to be vacated is approximately 215 feet long and ends in a dead end. The majority of the surrounding site is owned by Renaissance Northeast, LLC and a single property is owned by Ba Property, LLC (1835 Independence Blvd). As originally platted, Euclid connected Independence to 7th Street. At some point a majority of Euclid was vacated – staff has been unable to find the ordinance vacating this right of way but assumes the vacation happened in conjunction with the development of Century Towers.

This Ordinance, pursuant to the Community Improvement District Act (Act) contained in Section 67 RSMo., approves the Petition and establishes the Broadway Area Community Improvement District as a political subdivision in the State of Missouri. The District , in accordance with the CID Act, will have the power and authority to impose a sales tax in an amount not to exceed one percent (1.00%) upon all eligible retail sales within the District. The District shall continue to exist and function in perpetuity.

Claude Page, City Planning and Development gave the staff report on the Ordinance. In 1993, the City and the Port Authority of Kansas City, Missouri (PortKC) entered into a lease for riverfront property owned by the City. Rent from the Isle of Capri casino on this property is collected by PortKC and shared equally with the City. According to the lease, these funds must be spent in an area bordered by the Missouri River, Independence Ave., and the Broadway and Bond bridges. Currently, excess rent from prior years totals $105,365. This ordinance would accept that amount, and designate requisitioning authority.
