Authorizing the acceptance and approval of a grant from the Health Care Foundation of Greater Kansas City in the amount of $55,869.00; estimating revenue and appropriating the sum of $55,869.00 to the Health Care Foundation Grant account; and designating requisitioning authority.


NEIGHBORHOODS & HEALTHY COMMUNITIES COMMITTEE recommends "DO PASS"
John Franklin, Municipal Court, explained that the grant was for $55,869.00 and would be used to support the Mental Health Court diversion program. He said that by working with Legal Aid the court can reduce the number of repeat offenders. He said that a paralegal plays a key role in the program by coordinating and partnering with caseworkers, treatment providers and social service professionals.

Accepting and authorizing a grant from the Empowering Individuals Through Advocacy and Support (EITAS), Developmental Disability Services of Jackson County, to support accessibility in recreation programming provided in the amount of $55,350.00; estimating revenue and appropriating funds in the amount of $55,350.00 in the Park Maintenance Fund to provide education and access to programs for those with special needs; and designating requisitioning authority.


NEIGHBORHOODS & HEALTHY COMMUNITIES COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Mark Boland, Park and Recreation, testified that the ordinance before the committee would award a grant that would allow EITAS to provide education and recreation accessibility to programs for persons with disability. It is a one year grant. the grant provides funds for personnel, supplies/equipment/food and professional services and travel.

Amending Chapter 2, Code of Ordinances, by repealing Sections 2-931 through 2-950, and enacting in lieu thereof new sections of like numbers and subject matters that will provide guidelines for the expenditure of Neighborhood Tourist Development Funds to promote tourism.

This item was held but the Chairwoman said that she may call the item off of the semi-annual docket.

 1. There may be general discussion regarding current Neighborhoods & Healthy Communities Committee issues.
 
 There was no additional business discussed. Anita Dixon, Citizen, testified related to the NTDF ordinance that was held off the agenda. She expressed a concern that the ordinance would take the power from cultural marketing events and programs that have already been under served with NTDF funding. She would like to see dedicated funding for Black/minority organizations to promote themselves. They know best how to serve their own communities and market their events and programs.
 
 2. Pursuant to the following subsections 610.021 of the Revised Statues of Missouri, there may be a closed session to discuss: Legal matters, litigation or privileged communication with attorneys, pursuant subsection 1; Real Estate, pursuant to subsection 2; Personnel, pursuant to subsection 3 & 13; Sealed bids or proposals, pursuant to subsection 12

Be prepared to leave your Driver's License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
