Appropriating $300,000.00 from the Unappropriated Fund Balance of the Health Department Building Fund for the removal and replacement of the roof for the Kansas City Health Department building located at 2400 Troost Avenue; and designating requisitioning authority.

Jim Freed, Facilities Division, and Scott Huizenga, Finance, testified on this Ordinance. This ordinance is to fund a new roof at the health department numerous leaks havebeen reported by staff following rains and snows, as a result General Services was contacted regarding the problem. It was determined that a roofing contractor needed to investigate. After having a roofing company walk the roof area, the company observed that the roof appeared to be in poor condition. Amanufacurer's serial number found appeared to be over 20 years old. The condition of the roof system was consistent with the estimated age. With every weather event that presents moisture, every suite on the fourth and first floors of the Health building has moisture entering. The issue has persisted for so long that mold has formed in several areas. In at least one area, mold readings were high enough to the extent that it required professionals services to remediate the mold.

Authorizing the Director of the Parks and Recreation Department to purchase a new Parks North Maintenance District Building located at 3515 N.E. 33rd Terrace and 3516 N.E. 33rd Terrace, Kansas City, Missouri in the amount of $3,650,000.00; authorizing the financing of a portion of the purchase price in an amount not to exceed $2,450,000.00; estimating revenue and appropriating $1,500,000.00 in Fund 2030, Parks and Recreation Fund; estimating revenue and appropriating $2,460,000.00 in Fund 3440, the Special Obligation Series 2020B Fund; designating requisitioning authorities; authorizing the Director of Finance to close project accounts upon completion; and declaring the intent of the City to reimburse itself from the bond proceeds for certain expenditures.

Declaring certain real property generally located in the Key Coalition Revitalization Area, Kansas City, Missouri, surplus to the City's needs; and authorizing the Director of General Services to offer the sale of the City’s interest in this real property in accordance with City regulations and to execute related documents to complete the transfer of the real property to continue housing development in the project area.

Juniffer Tidwell testified on this ordinance. The City owns certain real property located at: - 2701 Brooklyn, - 2705 Brooklyn, and - 2711 Brooklyn. The City Manager has notified all City departments, no interest was expressed in retaining the land for public use, and the City Manager determined that the parcels of real property shown above are in excess to the needs of the City; and These properties are in the Key Coalition Area have been identified for redevelopment for housing and thus are surplus to the City’s needs; and A site specific Request for Qualifications and Proposal will be issued on August 26th, 2019, for redevelopment of the properties. The reason for this ordinance is to authorize that the property described are declared surplus to the City’s needs, and that the Director of General Services Department, in coordination with the Neighborhoods and Housing Services Dept., is authorized to offer and sell in accord with City regulations, and made available through an open and public competition.
