Estimating miscellaneous revenue in the amount of $150,000.00 in the General Fund and appropriating that amount to the Deconstruction Abatement account to facilitate deconstruction and demolition of abandoned houses in the Green Impact Zone; and designating requisitioning authority.

Appropriating $750,000.00 from the Unappropriated Fund Balance of the Public Mass Transportation Fund; designating requisition authority; and recognizing an emergency.

Sherrie McIntyre, Director of Public Works, explained to the committee that monies for this ordinance would be coming from the 1/2 cent sales tax for transportation. Part of the funds would go towards the Transportation Development District for a Downtown Streetcar. Funding for the ATA Strategic Plan is also included in this requested amount. The hiring of a transit advisor who would be working towards a city transit route service, support for Jackson County Transportation Initiatives and administrative support for the Parking and Transportation Commission was also included in the funding.

Reducing the Contingent Appropriation in the General Fund by $250,000.00 and appropriating it to Neighborhood and Housing Services, Nuisance Abatement.


FINANCE, GOVERNANCE & ETHICS COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Mike Schumacher, Neighborhood, talked about the purpose of the funding request. The bulk of the money would be used to demolish structures and houses in targeted areas (most of these houses and structures are through Land Trusts).

 Staff from the City Auditor's Office will present a Scope Statement: Cramming on City Phone Bills. Gary White, City Auditor, presented the scope statement and informed the committee that the audit report would be presented in September. There may be general discussion(s) on current Finance, Governance & Ethics Committee issues. Pursuant to the following subsections in 610.021 of the Revised Statues of Missouri, there may be a closed session to discuss: Legal matters, litigation or privileged communication with attorneys, pursuant to subsection 1; Real Estate, pursuant to subsection 2; Personnel, pursuant to subsection 3 & 13; Sealed bids or proposals, pursuant to subsection 12; Negotiations with employee groups, pursuant to subsection 9. The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
