Authorizing an amendment to the legal services agreement with Hardwick Law Firm, LLC for the provision of legal services related to the proposed terminal modernization project increasing the maximum payment cap by $10,000.00; authorizing the City Attorney to expend this sum for this purpose; and recognizing this ordinance as having an accelerated effective date pursuant to Section 503(a)(3)(C) of the Charter.

Galen Beaufort, Law Department, testified on behalf of the ordinance. This ordinance increases the maximum limit to be paid to Hardwick Law Firm by $10,000, which will cover any outstanding payments through December, 2018.

Authorizing the Manager of Procurement Services to execute a three-month term and supply contract (EV2349) with TEGSCO, LLC to supply tow dispatch management and logistics services and authorizing the Manager of Procurement Services to amend the contract and exercise renewals for seven (7) additional years.

Keely Golden, General Services and Nate Pare testified on behalf of the ordinance. This supplier has been performing these services for the City for 5 years under a previous competively awarded contract. Based on their experience with the City and the proven reduction in response time when a tow is dispatched, the City decided to contract with Tegsco for another contract term.The City was able to realilze long term savings by negotiating no increase in the dispatch fee during the five year initial contract term. We were also able to see additional savings during the two additional optional renewals, by negotiating no increase during those years as well

Estimating revenue in the amount of $827,085.00 in the Parking Garage Fund; appropriating that amount to the 13th and Walnut and the KC Live accounts; and recognizing this ordinance as having an accelerated effective date.

Bruce Campbell, Public Works Department, testified on behalf of this ordinance. This ordinance appropriates monies to various accounts in the parking fund through the 2018-19 fiscal year.

Cancelling the City Council standing committee meetings and legislative and business sessions for the weeks of March 11, 2019, May 27, 2019, July 1, 2019, July 22, 2019, September 2, 2019, September 9, 2019, November 18, 2019, November 25, 2019, December 23, 2019 and December 30, 2019; and cancelling committee meetings only for the week of July 29, 2019.

Councilman Wagner discussed the dates and reasons for each cancellation from the ordinance. This is the ordinance that cancels committee and Legislative session meetings for the purpose of holidays and national meeting attendance.

Calling an election on June 18, 2019, for the purpose of submitting to the voters of Kansas City a question presented by a committee of petitioners through an initiative petition to cap the amount of ad valorem real property taxes that may be utilized in furtherance of certain economic development projects; enacting the proposed cap contingent upon voter approval; directing the City Clerk to notify the responsible election authorities on or before April 9, 2019; and recognizing this ordinance as having an accelerated effective date because it calls an election.

Councilman Wagner discussed the ordinance. This Ordinance would allow the citizens of Kansas City to have a voice in deciding whether or not to continue subsidizing wealthy developers in lieu of supporting our schools, libraries and mental health organizations

 170439, 170569 and 170635 were referred to the Airport Committee. Ordinance 170917 was referred to the Neighborhood and Public Safety Committee. Ordnance numbers 180208 and 180303 were Released from Semi-Annual Docket.
 
 1. There may be a general discussion regarding current Finance and Governance Committee issues.

 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
