Approving an Industrial Development Plan for Menlo, Inc. for the purpose of the acquisition and installation of machinery and equipment for a project for industrial development consisting of the development of a new facility for Menlo, Inc. located at 2110 Grand Boulevard, Kansas City, Missouri; authorizing and approving various agreements for the purpose of setting forth covenants, agreements and obligations of the City and Menlo, Inc.; authorizing the issuance of taxable industrial revenue bonds in a maximum aggregate principal amount not to exceed $29,000,000.00; authorizing and approving certain other documents; and authorizing certain other actions in connection with the issuance of said bonds.

Morgan Franklin, Economic Development Corporation of Kansas City (EDCKC), provided the presentation for this ordinance. The total cost for this project is $28,000,045. The location has been vacant for over 45 years. Bran Sandt, Founder and President of MENLO Inc., provided brief detail of company overview. He stated that the company is focused on K-12 schools and in the metro area they support 11 charter schools and 40 other schools in the metro area. They currently have 150 schools nationwide whom they support. Morgan stated that the company has currently outgrown its current office space at 5904 NW 63rd Terrace and will occupy space in 2110 Grand Blvd. This move will retain 43 jobs and create 74 new full time jobs with a combined payroll of approximately $6,889,963. The total cost of project includes $27,462,545 in computer equipment, $25,000 in office furniture and $512,500 in office equipment. Drew Solomon, EDCKC, provided detailed information on this particular industrial plan. The personal property abatement will be for a period not to exceed 20 years at 70% for each annual investment in personal property purchased within the 15 years following the project commencement. He also stated that each annual installment will receive a full 5 years or 7 years of abatement with annual pilot payment due from the company at 30%. Total estimated value of personal property abatement over entire period will be $1.2 million dollars. Zach Nelson, City Planning & Development, provided a presentation for this ordinance. He stated in 2017 a required condition of approved project plan and is to vacate an underline plat, paper streets and utility easements be recorded. This ordinance vacates a portion of the Lindenman Addition Plat, generally located south of N.E. 41st Street and west of N Arlington Avenue, all in Kansas City, Clay County, Missouri. Christopher Huey, City Planning & Development, provided a presentation on this ordinance. Applicant is requesting additional signage for its tenants in the building. This ordinance rezones an area of approximately 2.68 acres generally located at 8030 Ward Parkway Plaza from District R-6 to District B1-1, to expand an existing school building in order to operate a private school and adult care facility for individuals with autism. Jamie Hickey, City Planning & Development, provided a presentation on this ordinance. This rezoning would be for the rehabilitation of an existing school so the Sherwood Center for Autism may operate there. Sherwood Center for Autism has been operating there for the last 5 years as it was previously vacant before then. This school will be operating as a private school with the Adult Center as the Adult Services are currently at a different location. Amending Chapter 18, Code of Ordinances, entitled Buildings and Building Regulations, by repealing Sections 18-19 and 18-21 and enacting in lieu thereof new sections of like numbers and subject matters for the purpose of addressing the impact of any new regulations on previously issued permits and establishing parameters for re-inspections.
