Roanridge Road, south of N.W. 82nd Street and north of N.W. 79th Street in Kansas City, Platte County, Missouri; and directing the City Clerk to report the creation of the District to the Missouri Department of Economic Development.

Jim Hedstrom, City Planning and Development Department, gave the staff report on the Ordinance. This Ordinance, pursuant to the Community Improvement District Act (Act) contained in Section 67 RSMo., approves the Petition and establishes the Edgewood Farms Community Improvement District as a political subdivision in the State of Missouri. The District , in accordance with the CID Act, will have the power and authority to impose a sales tax in an amount not to exceed one percent (1.00%) upon all eligible retail sales within the District. The District shall continue to exist for a period of twenty (20) years and shall automatically continue for successive ten year terms as set forth in Second Committee Substitute for Resolution 120605.

It was noted that this is a companion to the following Ordinances: 160003, 160008, and 160016. This ordinance would take monies collected on behalf of the Westport Special Business District in 2015 and move them to an account so that they can be paid to the district. The Westport Special Business District was established previously by City Council Ordinance. The revenues generated within the District are used for insuring, maintaining and operating the pedestrian lighting fixtures within the District.

This ordinance would take monies collected on behalf of the Union Hill SBD in 2015 and move them to an account so that they can be paid to the district. The UHSBD was established by Ordinance No. 900675 on December 6, 1990. The revenues generated within the UHSBD are for insuring, maintaining and operating the pedestrian lighting fixtures and brick entry monuments within the UHSBD.

Authorizing the City Manager to amend a cooperative agreement with the Planned Industrial Expansion Authority of Kansas City, Missouri for blight remediation in the Troost Corridor PIEA Planning Area; and appropriating $1,000,000.00 to be used for such purposes.

Claude Page, City Planning and Development, gave the staff report on the Ordinance. It was noted that this is a companion to Ordinance 160006. This ordinance would authorize the City Manager to execute a funding agreement with the PIEA for the Armour/Troost Redevelopment Project. The agreement would provide for an allocation of $1,000,000 from the Midtown Business Interruption Fund. The Project will redevelop four corners of the intersection of Armour Blvd. and Troost Ave. simultaneously. The City's contribution will pay for property acquisition, business relocation environmental remediation costs for the Project. Properties to be purchased also lie within the PIEA Armour-Gillham Redevelopment Area, previously approved by Council. All payments would be subject to annual appropriation by the City, availability of funds within the Business Interruption Fund, "no-dark" provisions for Costco, Sun Fresh and Home Depot, sufficient annual debt service in the reserve fund for bond payments, and compliance with any other requirements of the funding agreement.

Authorizing the City Manager to enter into a funding agreement with the Planned Industrial Expansion Authority of Kansas City, Missouri in the amount of $840,000.00 for blight remediation in the Armour-Gillham PIEA Planning Area.

Claude Page, City Planning and Development, gave the staff report on the Ordinance. This ordinance would authorize the City Manager to execute a funding agreement with the PIEA for the 100 West Armour Redevelopment Project. The agreement would provide for a total allocation of $840,000 to be payable in two installments of $200,0000 commencing in FY19, one installment of $340,000 in FY 21, and one installment of $100,000 in FY 2022 from the Midtown Business Interruption Fund. If at the end of FY 22, the City Council shall have appropriated less than $840,000, any balance remaining unpaid would be subject to a 4% annual interest rate until paid in full. All payments would be subject to annual appropriation by the City, availability of funds within the Fund, disbursement of funds in accordance with existing annual procedures, "no-dark" provisions for Costco, Sun Fresh and Home Depot, sufficient annual debt service in the reserve fund for bond payments, and compliance with any other requirements of the funding agreement.
