Terry , Parks Director testified on this ordinance. It is the desire of the Parks and Recreation Department to fill limited term contract positions for the purpose of park safety and security. The Department began the Park Ranger program in 2018 to support in the enforcement of City ordinances and Park rules in Kansas City Parks and Recreation parks and facilities. Crime and the perception of crime has a direct affect use on the use of the Kansas City, Missouri Parks system, and the services provided by the Parks and Recreation Department. Minor offenses have occurred in the parks affecting the quality and appearance. Littering, dumping, dogs off leash, driving and parking on the grass, and property damage occur on a regular basis in the parks. Park Rangers working in the parks go a long way in providing education, safety and security for all parks and facilities within the parks system. Park Rangers provide information and enforce guidelines and rules and their presence have impacted parks users of the parks and increased use of facilities and services for all citizens and park users. In addition, Park Rangers have provided an essential role in assisting with the City's State of Emergency in response to COVID-19, helping to maintain city parks as places for safe physical exercise while social distancing.

This ordinance will authorize the Director of Public Works to enter into an agreement with KCATA to provide transit services throughout Kansas City, Missouri and paratransit transportation for elderly persons and persons with disabilities thru the RideKC Freedom program as well as specialized reverse commute transportation services for residents of Kansas City, Missouri, for a total contract amount not to exceed $57,580,000 for a period of one year beginning May 1, 2020 through April 30, 2021.
