Estimating revenue in the amount of $250,000.00 in the Wireless Telephone Settlement Account; appropriating $250,000.00 to the KCMO School Repurposing Account; designating requisitioning authority; and authorizing the City Manager to execute a Cooperative Agreement with the Kansas City, Missouri School District, and to expend $250,000.00 to satisfy the City’s costs under this agreement.

Bob Lagenkemp and Eric West along with Councilman Sharp explained that the ordinance would allow for an agreement between the City and the School District to allow a "short term loan" in order for the School District to promote/sale properties left vacant by the closing of schools. Members of the public testified all seemed to be in agreement that this was a good first step toward ridding the city and school district of blighting buildings and hopefully adding revenue.

Transferring appropriations between business units by reducing certain appropriations in the Public Safety Sales Tax Fund; appropriating $560,000.00 to the South Patrol Police Station Project account; and authorizing the City Manager to expend up to $560,000.00 for Project No. 07000162 - Kansas City Police Department, South Patrol Division/Special Operations Division (SPD/SOP) with HNTB Corporation for professional services; and recognizing an emergency.

Ralph Davis and Eric Bosch were both present to testify on the ordinance that would allow for a construction manager position for the South Patrol Station Project.

Amending Chapter 10, Code of Ordinances, by amending Section 10-211, Number of retail alcoholic beverage licenses, which creates two additional area exemptions from density for retail sales-by-package licenses, and Section 10-215, Consents not required, which creates an additional area exempt from the consent requirement.

Gary Majors, Regulated Industries, explained that the ordinance would make a limited changed to chapter 10 that would allow the sale of alcoholic beverages by the drink in certain area's. This ordinance would specifically allow Trader Joe's to open up with in the Ward Parkway Shopping Center. Neighbors and the business community were present and expressed excitement about the possibility of Trader Joe's coming to the area. Councilman Sharp added that Trader Joe's is a destination retail store well known Nationally and would bring shoppers from all over the region. It would bring new life to Ward Parkway Mall and the surrounding area.

Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; (4) sealed bids or proposals, pursuant to subsection 12; and/or (5) negotiations with employee groups, pursuant to subsection 9.
 
 The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Drivers License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
