Authorizing the Directors of the Neighborhood and Community Services Department and the Fire Department to enter into a Memorandum of Understanding with Jackson County, Missouri, to participate in the County's Drug Abatement Response Team (DART) Program; authorizing the Director of the Finance Department to accept funds in the amount of $41,000.00 from the Interdisciplinary Task Force Grant for this purpose; and directing the City Clerk to file the agreement with the appropriate offices.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
David Park, Neighborhood and Community Services, testified on behalf of this ordinance. The ordinance will authorize an agreement between Jackson County, Neighborhood and Community Services and the Fire Department for inspection staff that are provided to the DART program, which is known as the Drug Abatement Response Team. The Jackson County Prosecutor’s Office reimburses the City for the costs of providing these inspection services.

Accepting and authorizing a $75,000.00 cooperative agreement with Jackson County through funds allocated by Jackson County Prosecutor’s Office (COMBAT); estimating revenue in the amount of $75,000.00 in the General Fund; appropriating it to the 2008-2009 Neighborhood Services Program in the General Fund account; and recognizing an emergency.

This ordinance authorizes the Director of Neighborhood and Community Services to enter into a cooperative agreement between the City and the Jackson County Prosecutor's Office in an effort to provide crime prevention activities with an emphasis on youth development.

Estimating revenues and transferring $109,000.00 in the Police Grants Fund; increasing appropriations in the amount of $109,000.00 in the 09 Midwest Financial Investigative Task Force accounts of the Police Grants Fund; and authorizing the acceptance of a $109,000.00 grant from the Internal Revenue Service for the Midwest Financial Investigative Task Force.

Darrell Woodward and Sgt. Kelly Clark, KCPD, testified on behalf of this ordinance. The Internal Revenue Service has awarded the Midwest Financial Investigative Task Force Grant to the Police Department to fund overtime, training and equipment to conduct criminal investigations of individuals and organizations from information generated by IRS Suspicious Activity Reports.
