Accepting and approving a $190,554.00 contract amendment with the Kansas City Free Health Clinic to provide additional primary medical care services to eligible clients in the Kansas City Transitional Grant Area who meet Ryan White Part A guidelines.

Terry Bray, Health Dept., testified on behalf of this ordinance. This ordinance requests authorization to amend a contract with Kansas City Free Health Clinic for additional primary care services for persons living with HIV/AIDS.

Amending Chapter 70, Article X, Code of Ordinances by repealing subsection (a) of Section 70-844 and in enacting in lieu thereof a new subsection of like designation and subject matter for the purpose of prohibiting the display of blue lights on certain motor vehicles.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Chief Ritter, KCPD, testified on behalf of this ordinance. Brian Rabineau, City Attorney's Office, was present to answer questions from the committee. The Code of Ordinances already prohibits the use of red lights mounted to the front or top of non-emergency vehicles and school buses. This ordinance will add a prohibition for blue lights as well, a color also commonly used to designate emergency vehicles.

RESOLUTION - Recognizing the need for additional police officers and expressing the Council’s intent to seek a November 2010 vote on renewal of the current sales tax for public safety capital improvements and additional police officers.

This ordinance will be held until 08/04/10, but the committee will take testimony today as well. Mayor Funkhouser testified on behalf of this ordinance.  1. Representatives from The Children's Place will give a presentation on "Safe Haven for Newborns. This item will be held until 08/18/10.
 
 2. KCPD will give a presentation regarding Public Safety Sales Tax. Eric Weinberg, Major Gallagher, and Chief Jim Corwin, KCPD, gave this presentation to the committee. The presentation outlined the proposed projects and estimated costs for these projects that will be funded if the Public Safety Sales Tax is renewed by the voters. The handout is on file in the City Clerk's Office.
 
 3. There may be general discussion(s) on current Public Safety and Neighborhoods Committee issues. There was no general discussion
 
 4.
