Mark Vanloh, testified regarding the one year Rental Car Permit agreement with Enterprise Rent A Car at the Charles Wheeler Airport. The agreement includes a clause for three, one year renewals. The estimated revenue is $10,000.

Authorizing a First Amendment to the Interim Concession and Lease of Premises Agreements with six rental car companies at Kansas City International Airport to extend the term to June 30, 2007 or the Date of Beneficial Occupancy of the Consolidated Rental Car Facilities (anticipated for May 1, 2007), whichever is earlier.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS, CONSENT"
Mr. Vanloh, explained that these ordinance concerned the interim concession leases and lease of premises with six rental car companies. This agreement is temporary until the consolidated rental car facility is ready. The completion is anticipated by May 1, 2007.

Authorizing a $189,023.00 Amendment No. 2 to an Agreement with Coffman Associates, Inc. for Project No. 62030235 – Runway 1/19 Safety Area Extension with Coffman Associates, Inc., at the Charles B. Wheeler Downtown Airport and the expenditure of previously appropriated funds in the amount of $207,925.00.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS, CONSENT"
This ordinance is one that is very important for the continued service of some airlines at KCI. It would allow extension and rehabilitation of runways. Mr. Vanloh expressed concern that if a solution was not found for the runway issues it could have a negative impact on certain airlines at KCI. The primary issue is that the FAA has determined because of homeland security issues and safety issues runaway need to be extented. There is a compliance deadline.

Authorizing a $1,000,000.00 agreement with S.K. Design Group, Inc. for Project No. 62060307 – Rehabilitate Airport Roadways at Kansas City International Airport and the Charles B. Wheeler Downtown Airport and the expenditure of previously appropriated funds in the amount of $1,000,000.00.

Mr. Vanloh stated that the S.K. Design is a minority firm to study the roadway improvements.

Estimating additional revenues in the amount of $6,444,445.00 and appropriating same for debt repayments; reducing estimated revenues and appropriations in the amount of $1,503,775.00 as ordained by Ordinance No. 061069 all in the American Airlines Special Facility Fund; reducing estimated revenues as ordained by Ordinance No. 061069 and estimating revenues in the amount of $1,503,775.00 all in the Equipment Lease Debt Fund.

Mr. Vanloh said that the ordinance is a housekeeping measure that allows for annual debt service payments. There was no need to advance the item.

Authorizing a First Amendment to the Pay Telephone Concession Agreement with Jaroth, Inc., d/b/a Pacific Telemanagement Services at Kansas City International Airport.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS, CONSENT"
This ordinance allows for the continued pay phone maintenance and service agreement. It does mean revenue for the city but it has greatly decease with the advent of cell phones.

Authorizing a $6,000,000.00 increase in the contingency amount in the Walton Construction Company contract for Project 19960C21 – Consolidated Rental Car Facility at Kansas City International Airport.


AVIATION COMMITTEE recommends "DO PASS"
Mr. Vanloh stated that this ordinance would allow for a change order in the construction project at KCI. Walton Construction is the contractor working on the Consolidated Rental Car Facility. The contingency fund amount was $5,738,000.00 it will go to $6,000,000.00.
