Authorizing the Director of Fire to enter into agreements with Northland Community jurisdictions to provide fire suppression services.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Fire Chief Dyer stated that the ordinance was to renew an annual agreement with jurisdictions north of the river, with one expection. There would also be an agreement with the City of Northmor for emergency response services. All other jurisidictions have MAST as their emergency responder. The agreements reflect no additional costs to the City. The cities are paying for standard services provided by Kansas City.

Authorizing the Fire Department Director to execute an agreement with the City of North Kansas City, Missouri, to provide mutual aid regarding emergency services.

Fire Chief Dyer stated that this was a first mutual aid contract that the City had entered in with the sharing of response to incidents with another jurisdiction. The City has entered into an agreement with the North Kansas City, Missouri Fire Department to provide first responder services without there being a significant on-going incident occuring. The goal is to have a shorter response time and response ability to an incident without incurring additional costs to the City. Councilwoman Deb Hermann asked about qualifications and certifications. Would they be of the same standards used by Kansas City responders. This item was held two weeks to give committee members time to talk with councilmembers from NKC about the ordinance. Chief Dyer stated that all of NKC firefighters are either EMTs or Paramedics. All firefighters are state certified.

Accepting funds allocated by the State of Missouri Emergency Management (SEMA) Agency, Department of Public Safety, from the 2004 National Citizen Corps Program in the amount $43,300.00; estimating revenue in the amount of $43,300.00 in the 2004 KCMO Citizen Corp Program; appropriating $43,300.00 in the General Fund.

Barry Mayer, Neighborhood and Community Services, stated that this ordinance was to allow to accept additional funding from SEMA.

Transferring $500,000.00 from the Contingent Appropriation to the Housing Litigation account of the Law Department; designating requisitioning authority; declaring the Council's intent to designate all revenues from any housing program income in excess of budgeted estimates be used to pay for these expenses; and recognizing an emergency.

City Attorney Galen Beaufort stated that the ordinance would allow the City to pay for legal expenses incurred during the course of a lawsuit regarding the City and HEDFC. It also pays for the City's portion of cost of the receiver, legal counsel of the receiver and various other expenses related to the lawsuit against HEDFC. He felt that the amount should be sufficient. Trying to get HUD in an agreement that would allow for reimbursement of funds incurred by the City. The hope is to have the money put back into the Contingency Fund. He also stated that there were two items that had been changed from the original document

Joan Fenley, Parks & Recreation, talked about the Land Trust Mowing program for the upcoming season. There is additional money available to help mow and remove trees. At the time of this meeting, the program had finished the first round of mowing. They hope to be able to mow 5 to 6 times this year. The City is still doing weed control mowing along with Land Trust mowing. Councilwoman Hermann asked that Ms. Fenley come back later with an report on funding for improving the mowing situation.

Appropriating $200,000.00 to the Maintenance Reserve account of the Office of the City Manager from the Unappropriated Fund Balance of the Maintenance Reserve Fund; and designating requisitioning authority.

Troy Schulte, Budget Officer, stated that the ordinance would allow money to be spent on making minor home repairs. This would be considered more of an insurance program. Money from HEDFC would go toward miscellaneous claims and bills. The Maintenance Reserve Fund Authority recommended this ordinance. Councilwoman Hermann asked Mr. Schulte to come back later with a progress report.
