Estimating and appropriating revenue in the amount of $600,000.00 in the Capital Improvements Fund for the Blue Parkway over Small Creek project; authorizing an approximately $210,000.00 amendment to a design services agreement with Taliaferro and Browne, Inc.; and recognizing an emergency.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Sherri McIntyre, Public Works, stated that the project is a combination of a bridge and an intersection improvement Blue Parkway and Eastwood. James Wang, Public Works, was answered questions from the committee regarding funding for the project. Funding is coming from citywide CIP and Federal funds. The construction is in the five year plan. There was no public testimony.

Authorizing acceptance of a $89,590.00 grant from the Missouri Department of Transportation; estimating revenue in the amount of $89,590.00; appropriating that amount to the Ciclovia account in the Capital Improvements Fund; and designating requisitioning authority.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, CONSENT"
Sherri McIntyre, Public Works, stated that this ordinance accepts a grant that will help to advance the city's bicycle and pedestrian activities. Deb Ridgeway, Public Works, gave a history and purpose of the program. There are six events planned for a two year period, 2013 - 2014. There was no public testimony.

Reducing appropriations in the Capital Improvements Fund in the amount of $550,000.00 and appropriating it to accounts in the Capital Improvements Fund for projects in the First Council District for parks and trail maintenance.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, CONSENT"
Councilman Scott Wagner stated that these are projects that Councilman Davis and he are looking to do from the First District contingency fund. Many of the projects are parks projects and are going to be in older areas of the First District. Scott Abbott, Parks and Recreation, was available to answer questions from the committee. There was no public testimony.

 Public Works Staff will give a presentation on Status of Projects and Winter Project Activities. Sherry McIntyre, Public Works, gave a Power Point presentation. (A copy of the presentation is on file in the City Clerk's Office.) Ms. McIntyre reported on active projects which included Longview Road Improvements, North Brighton and Chouteau Parkway Improvements. She also reported on department Winter activities which include identifying the Northland Leaf and Brush Site; continuing sidewalk construction citywide; Bike KC Initiatives and capital construction.
 
 There may be a general discussion regarding current Transportation and Infrastructure issues. Councilman Russ Johnson requested an update on traffic light signals. Sherri McIntyre, Public Works, and Sean Demory, Public Works, reported on community meetings that have been held in the northeast area and future meetings.
 
 Pursuant to the following subsections 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: Legal matters, litigation or privileged communication with attorneys, pursuant subsection 1; Real Estate, pursuant to subsection 2; Personnel, pursuant to subsection 3 & 13; Sealed bids or proposals, pursuant to subsection 12. No closed session
 
 The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver's License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
