Authorizing submission of an amended CDBG Year 17 Statement of Objectives and Projected Use of Funds to add the 75th and Prospect Redevelopment Project; desiring to borrow $2,000,000.00 for the Project through Title I, Section 108 of the Housing and Community Development Act; designating the Land Clearance for Redevelopment Authority of Kansas City, Missouri, to receive the Loan Guarantee; certifying the use of security required for said loan; affirming use of program income; requesting preparation of a redevelopment plan for the project area; reducing the appropriation in the Capital Improvements Fund, Account No. 9-40917T by $50,000.00; appropriating $50,000.00 to the project account; authorizing a $50,000.00 contract with LCRA for the preparation of a development and site analysis study; and designating requisitioning authority.

Amending Chapter 65, Revised Ordinances of Kansas City, Missouri, 1956, commonly known as the Zoning Ordinance, by adding a new section to be known as Section 65.010A2368, rezoning an area on the south side of 27th Street from Charlotte Street to Campbell from District R-3 (Low Apartments, Low Density) to District C-2-p (Local Retail Business - Limited District), and approving a preliminary plan for the same.
