Reducing an appropriation of $400,000.00 in the Capital Improvements Fund; appropriating that amount from the Unappropriated Fund Balance in the Capital Improvements Fund the 18th & Vine Phase 1-3 account; authorizing the Director of City Planning and Development to execute Change Order No. 2 with Mega Industries Corp. in the amount of $632,068.00 for the 18th & Vince Phase 1-3 project; and recognizing this ordinance as having an accelerated effective date.

Approving an Industrial Development Plan for McCown Gordon Construction, L.L.C. for the purpose of constructing, improving and renovating an office industry consisting of a headquarters project located at 850 Main Street in Kansas City, Missouri; authorizing and approving various agreements for the purpose of setting forth covenants, agreements and obligations of the City and McCown Gordon Construction, L.L.C. or its affiliate or designee; authorizing the issuance of taxable industrial revenue bonds in a maximum aggregate principal amount not to exceed $12,000,000; authorizing and approving certain other documents; and authorizing certain other actions in connection with the issuance of said bonds.

This ordinance approves an Industrial Development Plan for McCown Gordon Construction, L.L.C. the purpose of constructing, improving and renovates an office industry consisting of a headquarters project. It also authorizes and approves various agreements with the purpose of setting forth covenants, agreements and obligations of the City and McCown Gordon Construction, L.L.C. The budget is 18.7 Million dollars and will generate 223 Jobs.

Approving the First Amendment to the Cooperative Agreement among the City, the Tax Increment Financing Commission and the County of Jackson County, Missouri relating to the Fifth Amendment to the Universal Floodwater Tax Increment Financing Plan to accelerate the schedule for distribution of surplus to the affected taxing jurisdictions.

This substitute ordinance approves the first amendment to the Cooperative Agreement among the City, and the Tax Increment Financing Commission related to the Fifth Amendment to the Universal Floodwater Tax Increment Financing Plan. The budget for this plan is 6.9 Millions for public improvement. This will allow for accelerated payments to the non City Tax Jurisdiccions.
