John Franklin, Municipal Court, testified that this was a housekeeping ordinance that would increase the amount of funds allocated to Legal Aid of Western Missouri. It also allocates the increase of funds of a contract with the Kansas City Metropolitan Crime Commission.

Amending Article VIII of the Administrative Code of Kansas City, Missouri, relating to the Classification and Compensation Plan, by repealing Sections 2-1075, 2-1076, 2-1077, 2-1078, 2-1079, and 2-1080 which provides for implementation of the settlement agreement between the City of Kansas City, Missouri and the International Association of Fire Fighters, Local 42 and provides for implementation of the addendum ordinance to the Memorandum of Understanding between the City and Local 500, AFSCME as it relates to wages, classifications and compensation.

Amending Chapter 2, Article VI, Division 11, Code of Ordinances, by repealing and reenacting Sections 2-955 through 2-961 for the purpose of updating the manner in which the mayor’s committee for people with disabilities operates.

Jim Giles, Mayor's Office, testified on this ordinance. The ordinance would allow changes in the way the committee operates. It would be considered an advisory board that would report issues dealing with disabilities to the Mayor, City Council and Department heads.

Adopting the Annual Budget of the City for the Fiscal Year 2012-13; estimating the revenues for the fiscal year; appropriating for the purposes stated the sums set forth in the budget; designating requisitioning authorities; directing the Director of Finance to make the necessary entries upon the City’s records to show the appropriations and allocations provided for; and authorizing inter-fund loans.

Troy Schulte, City Manager, advised the committee of the changes made to the proposed annual budget for 2012-13. A copy of the changes are on file in the Office of the City Clerk. Testimony for all budget items had been taken during the public hearings at various locations around the city. Testimony was also taken during the first and second committee meeting regarding budget items. Councilwoman Marcason announced to individuals that had shown up to testify on the budget that testimony had been closed the week before. She also announced that the Human Relations Department was reinstated in the budget as a department and not a division of General Services. Mr. Schulte addressed the issue of reduction in the budget for the Fire Department. He stated that the staff was still in talks with the Fire Department and should have some type of resolution by the middle of April so that plans could be implemented by May 1st. Councilman Sharp stated that he would like to see some definitive plan before the council voted on the budget the following week. He was not comfortable with voting on the budget with a $7 million dollar plus issue still up in the air. Jim Nunnelly, Swope Health Center Advocate, spoke to the committee regarding trying to obtain a commitment from the council regarding some type of funding for general operation of the south branch of the health center. While the attendance is great the majority of the patients being seen are either uninsured or underinsured. Operating expenses were not being covered by the revenue coming in. He was looking for suggestions from the committee and council on ways to improve the revenue side of operations. Several members of the committee offered Mr. Nunnelly suggestions of individuals and/or groups to contact.
