Authorizing a $550,000.00 Design Professional Services Contract with CH2M Hill Engineers, Inc., for the Middle Blue River Area 13 Inflow and Infiltration (I/I) Reduction project; and recognizing this ordinance as having an accelerated effective date.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Andy Shively and Quan Wen, City Manager's Office, testified that this project will rehabilitate sewers to help restore capacity to the wastewater collection system in Project Area 13 of the Middle Blue River basin.

Authorizing the City Manager to enter into a $550,000.00 Cooperative Agreement with MCM Company, Inc. (Developer) for the West Bottom Flats Green Infrastructure Project; and recognizing this ordinance as having an accelerated effective date.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Andy Shively, City Manager's Office along with Andy Sour from Burns and McDonnell, testified that this legislation will authorize the City to enter into a cooperative agreement with MCM Company, Inc. for the construction of green infrastructure technologies within private property. These improvements will assist the City in reducing the volume and frequency of overflows by capturing stormwater flows prior to entering the combined sewer system.

Authorizing the City Manager to enter into a Maintenance Agreement with the Missouri Highways and Transportation Commission (MHTC) for the purpose of designating maintenance responsibilities and providing funding for the Chouteau Parkway and I-35 improvement project; authorizing the City Manager to enter into a corresponding Congestion Mitigation and Air Quality Agreement with MHTC; and recognizing this ordinance as having an accelerated effective date.

Wes Minder, City Manager's Office testified that the need for this maintenance agreement with the Missouri Highways and Transportation Commission is for the purpose of designating maintenance responsibilities and providing funding for the Chouteau Parkway and I-35 improvement project.

Amending Chapter 76, Article II, Vehicles for Hire Code, to conform with state license requirements by repealing Sections 76-102 and 76-103, and enacting in lieu thereof new sections.

Jim Ready, Regulated Industries spoke briefly of the revisions made to Missouri State Statute 387.438 that allow Transportation Network Company (TNC) and taxicab drivers to operate with a class F license described in Missouri code of state regulations section 10-24.200(6). Based on the changes these ordinances have been revised to allow for the same in Kansas City, Missouri.

Accepting various easements provided to the City in Kansas City, Platte County, Missouri; requesting the City Manager approve the acceptance; and upon the effective date of this Ordinance, the City Clerk is hereby directed to record this Ordinance in the Office of the Recorder of Deeds for Platte County, Missouri.

Patricia Jensen, Rouse Frets White Goss Gentile Rhodes PC, gave a brief testimony of the acceptance of various easements provided to the City in Kansas City, Platte County, Missouri,requesting the City Manager to approve the acceptance and the City Clerk to record this Ordinance in the Office of the Recorder of Deeds for Platte County, Missouri.

Amending Chapter 70, Code of Ordinances, by repealing Sections 70-1 and 70-523 and enacting in lieu thereof new sections of like numbers and subject matters outlining parking restrictions within City bike lanes.

The chair has recommended that this ordinance be held for one week and will be heard 2/21/2019.
 
 1. There may be a general discussion regarding current Transportation and Infrastructure Committee issues.
 
 2. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
