Patricia Solis, City Planning & Development introduced this ordinance stating that this Community Improvement District (CID) meets the requirements to establish a CID. Douglass Stone, Lewis Rice LLC, provided a presentation on this ordinance. This ordinance will approve the Petition to establish the 1200 Main/South Loop Community Improvement District. It will establish the 1200 Main/South Loop Community Improvement District generally located north of Truman Road to the west of Baltimore Avenue and east of Grand Blvd, ending south of 12th Street, Kansas City, Jackson County, Missouri while authorizing the City Manager to cast ballots on behalf of the City. This CID will implement 13th Amendment to KC Live master Development Agreement, with 30 year term consisting of 5 Board of Directors. There will also be a 1% Sales Tax. Fifty percent of this sales tax will go towards the current TIF Plan in the district. The other fifty percent will be made available to KC Live LLC to pay for operating costs, maintaining, managing and repairing Block 110 Garage, Block 126 Garage and any other garages in support with the district’s existing or future residential buildings. Once the TIF plan is terminated and district operating costs are paid the remainder 50% will be made available to KC Live LLC to continue pay costs of above mentioned. The other 50% will be made available to KCMO to pay capital costs of repairs or replacements to Block 110 Garage or Block 126 garage required of the City under the City Parking Agreement. Also for the construction of future parking facilities and debt services that the City is obligated to provide within the District. Xue Woods, City Planning & Development, provided a presentation on this ordinance. This ordinance approves a development plan on an approximately 0.97 acre tract of land located at 1014 W. 103rd Street to allow for light equipment sales/rental (outdoor) in District B2-2. City Planning Commission (CPC) recommended denial of this use because of the definition of a park which is adjacent to this area. This use (light equipment sales/rental) is prohibited adjacent to and within 150 ft. of any park, boulevard or parkway. According to the Parks and Recreation Master Plan, Indian Creek Greenway is listed as a park and rated in good condition. Patricia Jensen, Rouse Fret White Goss Gentile Rhodes P.C., also provided presentation on this ordinance opposed to City Planning’s denial and special recommendations. Ms. Jensen, Rouse Fret White Goss Gentile Rhodes P.C., stated that there is no specific definition of a “park” in Zoning and Development Code. There is definition of “public park” but Section 88-323 refers to “park” not “public park.” In which case, this development is not adjacent to a definitive park but a boulevard trail. Jamie Hickey, City Planning and Development, provided a presentation on this ordinance. This ordinance approves a development plan in District B3-2 on a one-acre tract of land generally located at 3112 Harrison Street, between Campbell Street and Harrison Street, south of 31st Street, for a four-story, 50-unit residential building. The building will be affordable housing and 12 units will be set aside for the organizations clients. The building will be primarily set aside for youth aging out of foster care with HIV/AIDS, mental health diagnosis or other social service needs, whom are working with the organization. There will be an onsite pharmacy for their use only in the building. Patrick Joyce, Anderson Engineering, stated that the project is a joint partnership with Vecino Group out of Springfield and SAVE Inc. SAVE provides permanent housing and rental assistance vouchers to 700 families a month. All 12 units will be set aside and furnished. Cohen-Ersrey will manage the property for the first 2 years and SAVE Inc. will begin to manage the property by year 3

Acknowledging that the 23-year statutory period for the capture of tax increment allocation financing within Projects 15a, 15b and 15c of the Briarcliff West Tax Increment Financing Plan has expired; terminating the designation of Projects 15a, 15b, and 15c of the Plan as redevelopment projects; and directing the City Clerk to send copies of this ordinance to Clay County.

Heather Brown, Economic Development Corporation, provided a presentation on this ordinance. This ordinance acknowledges that the 23-year statutory period for the capture of Tax Increment Allocation Financing (TIF) within Projects 15a, 15b and 15c of the Briarcliff West Tax Increment Financing Plan has expired. It will terminate the designation of Projects 15a, 15b, and 15c of the Plan as redevelopment projects. This plan was approved in 1990 with 38 phases. The estimated total project costs were $550 million with estimated reimbursable costs from TIF and Super TIF at $131 million. This development includes 540,000 sq ft. of office space and 90,000 sq. ft. of retail space, an 80 acre mine backfilled and stabilized to provide for surface development and utilities and infrastructure built to access the area (including Briarcliff Parkway, Mulberry, Hwy 9 and Vivion Road). There is a 123-room Courtyard with 7,200 sq. ft of meeting and event space, 94-room Marriott Towne Place Suites, 310 single family homes, 723 apartments, 168 senior living units, 120 assisted living units, 4 miles of trailes, two waterfalls and two lakes. There is a Canterbury Preschool in the development, over 4,000 employees, 2,000 residents and a shopping center in the development. The projects being terminated in the ordinance includes three phases consisting of 31 maintenance provided single family villas at Briarcliff Parkway and N. Jarboe Court. These single family villas costing, 8.8 million and 1.15 million respectively, are non-reimbursable from the TIF. Other costs supporting these phases are Briarcliff West Parkway at 450,000, Briarcliff Parkway Utilities at 27,000, and Briarcliff West Interchange at 4.1 million. Patricia Solis, City Planning and Development, provided a presentation on this ordinance. This ordinance approves the Petition to establish the Electric Park Community Improvement District. It will establishing the Electric Park Community Improvement District generally located at the Southeast corner of the Union Pacific Railroad and North Prospect Avenue intersection and ending to the west of North Chestnut Trafficway in Kansas City, Jackson County, Missouri. Andy Rieger, CEO of J. Rieger & Company, stated that the petition will bring back the vibrancy and history of this area. Jerry Riffel, Lathrop Gage Law Firm, stated that this petition will utilize a 1% sales tax to improve the cleanliness, landscaping and the marketing of the Electric Park area to draw more foot traffic and ultimately additional businesses. The petition requests that the Council authorize implementation of a 1% sales tax and special assessment of the building. The building encompasses 60,000 sq ft. There will be 5 board members, including the CEO, and will have 50% per capita and 50% of assessed value of the area/property. Zach Nelson, City Planning and Development, provided a presentation for this ordinance. This ordinance rezones about 0.42 acres generally located west of N. Church Road between N.E. 76th Street to the north and N. Flintlock Road to the south from District B2-2 to District B4-2. It also approves a development plan on about 4.3 acres that also serves as a preliminary plan to allow for the construction of a self-storage facility. The development plan will be known as Contractor’s Garage North and will be a storage facility marketed towards contractors and their equipment. It will consist of 2 principle structures totaling 41,850 sq. ft. and will have a total of 50 units with no outdoor storage. City Planning Commission (CPC) recommended approval with conditions to approve the half-street improvements, extending a water mane and sewer manes along the site.

This ordinance approves real property tax abatement for improvements on real property located at 1808 McGee Street, Kansas City, Missouri, within Enhanced Enterprise Zone 1. Avenue Logistics will occupy 6,000 sq. ft. of a total of 18,000 sq. ft. at the property. This will create 80 new jobs in a two year span with an average wage of 63,812 a year. The capital investment will be $4.5 million, with 3.25 million in real property investment with the remainder being personal property. Current taxes on the property at $17,949.87 with an estimated abatement value of $512,000 over a 15 year period.
