Joe Rexwinkle, City Planning and Development, gave the staff report. The subject property is known as municipal farm, a 441-acre, city-owned site bisected by Interstate 435 approximately one mile south of Interstate 70. The property has featured a variety of uses over the past one-hundred years including industrial uses, cemeteries, crop land (all west of I-435), a tuberculosis hospital, men’s and women’s reformatories, landfill, correctional facility, and the municipal farm building and crop land (all east of I-435). The property is presently used by the City’s police, public works and water services departments. Other existing uses include wireless communications towers (west of I-435), a community garden, the Missouri National Guard Armory, an animal shelter and soap box derby (all east of I-435). Some of the existing uses are not permitted by current zoning (soap box derby, animal shelter) while many others require special use permits.

Sarah Anzicek, City Planning and Development, gave the staff report on the Ordinance. The applicant is requesting an amendment to a previously approved development plan (Case No. 10389-CP-3) to delete the plan on the property. Currently, the site is attached to a Chapter 80 development plan, which requires final plan submittal to the City Plan Commission for any phase of development on the site. This submittal includes landscaping, lighting plans, signage and other items to be submitted with a site plan to the Commission. The applicant intends to purchase the subject property and construct a veteran’s organizational meeting place for the Ernestine Schumann Heink Disabled Veterans Chapter No. 2. Because the preliminary development plan on the site stipulates the development of a convenience store, two restaurants and commercial/retail space, the proposed use of the property for an institutional use such as a Disabled Veteran’s club would not be allowed. In order to allow for the current proposal, there are two ways to allow the use – the first option is that the preliminary development plan would be amended through the public hearing process, with a fee attached to the application and professional plans prepared prior to submitting construction documents. The second option for the proposed use is to delete the preliminary development plan attached to the site, which would allow the property to revert to the current Chapter 88 zoning district, which is B 2-2.

Approving a development plan on about 139 acres generally located on the south side of State Route M-150 Highway, between Prospect Avenue on the west and Botts Road on the east, at E. 149th Street. (14049-P-3)

John Eckardt, City Planning and Development, gave the staff report on the Ordinance. It was noted that this Ordinance is related to the final plat Ordinance 140242. The applicant is requesting the approval of a development plan for four buildings on an area of 139 acres within the orginally approved 375 acre Centerpoint KCS Intermodal Center area, located south of Highway 150 and west of Thunderbird Road. {er Sectopm 88-517-02-D, a development plan approvl is required for new development on M-zoned (industrial) properties greater than 10 acres in area regardless of location. This site meets both those standards. Councilman Sharp testified on behalf of the Ordinance. he expressed his excitement for the completion of this project.

Ted Anderson, Law Department, gave the staff report on behalf of this Ordinance. This Ordinance considers the economic blight evidence presented by staff regarding the billboard on the property hereafter described and that said property is hereby declared an economic blight on the City of Kansas City, Missouri. The billboard and ancillary rights are hereby authorized condemned and taken to clear blight in and upon the land hereinafter described for redevelopment, in Kansas City, Jackson County, Missouri. The property, post blight clearance, shall be made available by Kansas City for redevelopment in the area of the southeast corner of 20th and Main in accord with laws and regulations. Jim Bowers, testified in opposition to the Ordiannce. His client is the current owner of the billboard in question. The opposition stems from the basic purpose of the Ordinance, to remove the property rights (of the billboard) from the current owner and transfer them to the applicant looking to purchase the property in question.
