Virginia Walsh, testified that this ordinance and its companion would address development on North Brighton and Pleasant Valley. It included single family lots and apartments and it is near the new proposed police academy. Fairfield express concerns about the slope of the primary road at the entrance of the development. Virginia Walsh, City Planning, stated that it would be addressed. The plan also included a community center and pool. The developer Randy Casey was present and added that the homes would be smaller than the previously built homes. The cost would be about 150-200k. Clark Lefever a homeowner in the area asked when the road improvements would be done to protect the safety of residents in the area. It is known and a hill jumping area and it is very important to get those in place prior to extensive building.

Larry Stice, City Planning, stated that the plan is being amended to allow the removal of a warehouse. Applicant Mike Burnum was present, shared color rendering of the proposed building. He added that there will be mature landscaping to buffer the project for the surrounding properties. A citizen asked about the landscaping for the backside of the project and for the maintence of that landscaping. Larry Stice, indicated that the maintence of the landscaping is in the plan and enforcable by the City. Darla Holman, Civil Engineer for the project stated that she had reviewed the current landscaping done by a previous development as well as assessed the proposed adding of the project that will cover the area at the rear of the project and the entrance.

Vince Hurstead, City Planning, explained that the property is south of the plaza. This is the preliminary plat of Rockhill Annex Condominiums. He described the structure of the project and explained that there waviers approved for the project due to the inadquate set back. They are duplexes that are being rehab as for sale condos. Councilman Fairfield, asked about the maintence of the condos. Joy Hayes, stated that maintence would be addressed by condo association not the indivdual owner and there would not be any carports but there will be off street parking.
