Accepting funds allocated by the U.S. Department of Housing and Urban Development in the amount of $313,824.00 under the SHELTER PLUS CARE program and authorizing the Director of Health to enter into a one-year, $313,824.00 contract with SAVE, Inc.. to provide housing assistance for homeless men, women and children in the Kansas City area.

Terry Bright, Health Department, explained that the ordinance required match funding which would come from the Ryan White Title One Funding. Councilman Reed stated that the Health Department would be giving free testing today.

Authorizing the Director of Parks and Recreation to execute a cooperative agreement with the Mid-America Regional Council for use of the Energy Works KC grant for the Brush Creek Community Center Energy Efficiency Project; estimating revenue and appropriating $100,000.00 to the Community Center Fund; and designating requisitioning authority.


NEIGHBORHOODS & HEALTHY COMMUNITIES COMMITTEE recommends "DO PASS"
Jennifer Jones-Lolly, Park and Recreations, stated that they would work with Green Works KC, with a small education component, and funds would be used for audit and replacement cost for efficient lighting etc. Councilman Reed, expressed his pleasure with the program and the engagement of young people. He commented that he and his 11 year old niece met with presidential staff on related issues and it was a good civic lesson for his niece and exciting for him as a new council member. Councilman Wagner asked about city facilities energy efficiency. Where are we on funding for addition facilities, is there a plan in place? Jennifer Jones Lolly stated that the cost savings has not been allocated at this time but that is something that they would consider. Cost saving expected in a year but would be in increments of approximately 15%-30%

Accepting and approving two one-year contracts in the amounts of $56,000.00 and $113,000.00 with the Missouri Department of Health and Senior Services to provide funding for children with special health care needs.

Dr. Riederier, Health Department explained that MHSS funding would assist children with special health needs. She listed some of the health needs such as epilepsy and physical disabilities.

Accepting and approving two one-year contracts with the Missouri Department of Health and Senior Services in the amounts of $50,000.00 for Region A and $36,000.00 for Region D to provide funding for tobacco use prevention and control activities; and increasing appropriations in the amount of $4,430.00 in the Governmental Grants Fund.

Dr, . Riedierer, Health Department, explained that the ordinance before the committee would , Health Department, smoking and tobacco use prevention. Councilman Wagner asked about the funding and how it was dispersed through out the area/region. Dr. Rex Archer, explained that Kansas City has one staff member to work with those areas on education, tech service and other support services.
 
 1. There may be general discussion regarding current Neighborhoods & Healthy Communities Committee issues.
 
 2. Pursuant to the following subsections 610.021 of the Revised Statues of Missouri, there may be a closed session to discuss: Legal matters, litigation or privileged communication with attorneys, pursuant subsection 1; Real Estate, pursuant to subsection 2; Personnel, pursuant to subsection 3 & 13; Sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver's License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
