Authorizing a $541,500.00 increase in the contingency amount for a contract with Kissick Construction Co., Inc., for additional work in connection with the installation and replacement of utilities in the vicinity of 14th and Baltimore, part of the KC LIVE Project; and authorizing the City Manager to expend additional funds for the project.

Mike McClure, CIMO, testified on behalf of this ordinance. This ordinance would authorize construction of a telecommunication conduit system throughout the entertainment district.

This ordinance will construct a project using both federal STP and city traffic signal safety improvement funds for the 55th and Troost, 23rd and Cleveland, 12th and Hardesty, 87th and Blue Ridge and 63rd and Prospect areas, all in Kansas City, Missouri.

Amending Chapter 70 of the Code of Ordinances by repealing Section 70-602 and enacting in its place a new section make provision for disabled parking spaces for overheight vehicles.

Michelle Ohmes, ADA Specialist for the City of Kansas City, Missouri, testified on behalf of this ordinance. Ms. Ohmes is recommending to the council additional spaces in the parking garages for handicap parking that the city owns. Suggestion made by Ms. Ohmes, anyone having to have handicap parking should have a picture ID with the person whom the tag is used for. Oscar McGaskey, Convention and Entertaiment Center, testified in support of this ordinance. Stan Harris, Public Works Department, would like to look further at the ordinance to make sure that from operations stand point there are no issues.

Amending Chapter 62, Code of General Ordinances of Kansas City, Missouri, by repealing Sections 62-48, 62-49, 62-53, 62-54 and 62-55 and enacting in lieu thereof new Sections 62-48, 62-49 and 62-53, expanding prohibited practices to include refuse or recycling containers remaining on a curb or right of way for more than 24 hours and establishing penalties for violations of article I and II .

Authorizing the Director of Public Works to amend the construction manager at risk (CM@Risk) contract with M.A. Mortenson Company for the downtown arena project to restructure the scope of the General Construction Services into Phases 2A and 2B, increase the general conditions fee to reflect additional work and to include $14 million for the contract costs; authorizing the Director to amend the contract without City Council approval and recognizing an emergency.

A representative from CIMO testified on behalf of this ordinance. This ordinance authorizes Public Works to amend the contract for the downtown arena project. The amendment will restructure the scope by accelerating the bid of the Mass Excavation project.
