Diane Botwin, Owner of Arthel Building LLC on 19th and Maine, provided public testimony in opposition of this ordinance. Ms. Botwin also provided documentation of an alley vacation agreement between herself and the developer as well as pictures. This ordinance approves the plat of City Club Apartments, an addition in Jackson County, Missouri, on approximately 1.82 acres generally bounded by E. 19th Street to the north, E. 20th Street to the south, Main Street to the west and Walnut Street to the east. Approving an amendment to a previously approved UR Plan in District UR, on approximately 95 acres generally bordered by N.W. Barry Road on the south, N. Wyandotte Street on the east and Highway 169 on the west, and extending about 350 feet north of Metro North Drive on the north, to consider rezoning the tract of land from District UR (Urban Redevelopment) to District UR (Urban Redevelopment), for the purpose of amending the UR plan to allow for redevelopment of the existing Metro North Mall and construction of up to 1,000,000 square feet of mixed use residential, commercial, office, hotel, theater, and a golf entertainment complex with 4,462 parking spaces, on 17 lots, in four (4) phases. PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Olufu Agbaji, City Planning, gave a presentation on this ordinance. A UR redevelopment of this mall was first approved in 2016. This plan was then amended in 2018 to allow for "T-Shotz" to operate at the mall. This current amendment proposal will allow the developers to alter the layout of residential from 150 units to 249 units with other commercial, office, hotel, theater, etc. City Planning Commision recommended approval of this ordinance in February subject to 33 conditions. This ordinance approves an amendment to a previously approved UR Plan in District UR, on approximately 95 acres generally bordered by N.W. Barry Road on the south, N. Wyandotte Street on the east and Highway 169 on the west, and extending about 350 feet north of Metro North Drive on the north. The last amendment was made in 2016 when the Murphy Oil Gas Station was added to the development. This ordinance approves an amendment to a previously approved URD Plan in District UR, on approximately 63 acres generally bounded by I-70 on the north, Blue Ridge Boulevard on the east, E. 43rd Street on the south and 750 feet west of Sterling Avenue on the west. Authorizing the City Manager to negotiate and execute a Purchase Agreement with PortKC for property located at 515 Liberty Street which is necessary for construction of the Westside Facility Plan, for conveyance of 1724 Market Street to PortKC, and other consideration; authorizing the City Manager to accept various deeds and easements; authorizing the Director of General Services to execute various deeds and other documents necessary for the conveyance of 1724 Market Street to PortKC; authorizing the Director of Water Services to expend up to $300,000.00 to satisfy the cost of the Purchase Agreement; and upon conveyance of 515 Liberty to the City; authorizing the City Manager to enter a Settlement Agreement with Outfront Media LLC to settle various claims; and recognizing this ordinance as having an accelerated effective date.

Andy Shively, City Manager's Office, gave a presentation on this ordinance. The property at 515 Liberty Street has a billboard and the agreement between the City and Outfront Media is to remove the billboard in exchange for two static billboards on I-70 and Woodland. This ordinance authorizes the City Manager to negotiate and execute a purchase agreement with PortKC for property located at 515 Liberty Street which is necessary for construction of the Westside Facility Plan, for conveyance of 1724 Market Street to PortKC. This will authorize the City Manager to accept various deeds and easements authorize the Director of General Services to execute various deeds and other documents necessary for the conveyance of 1724 Market Street to PortKC. It will also authorizing the Director of Water Services to expend up to $300,000.00 to satisfy the cost of the purchase agreement, and upon conveyance of 515 Liberty to the City, authorize the City Manager to enter a settlement agreement with Outfront Media LLC to settle various claims.
