Estimating revenue in the amount of $88,774.00 in the Special Housing Rehabilitation Fund; appropriating $83,288.00 to the Home Weatherization Utilicare account of the Special Housing Rehabilitation Fund; and recognizing an emergency.


HOUSING COMMITTEE recommends "DO PASS"
Bob Jackson, Neighborhood and Community Services, testified on behalf of this ordinance. This ordinance will accept grant funds for weatherization services, to eligible households, from the Department of Natural Resources in the amount of $88,774.00.

RESOLUTION - Amending the 2008 One Year Action Plan and submitting the Substantial Amendment to the U.S. Department of Housing and Urban Development for its consideration in order to receive funding under the Housing and Economic Recovery Act of 2008 (HERA) and authorizing the Director of City Development to submit a proposal(s) to the State of Missouri for funding under HERA.


HOUSING COMMITTEE recommends "IMMEDIATE ADOPTION"
Shirley Winn, Housing Division, and David Park, Neighborhood and Community Services, testified on behalf of this resolution. The funds to be obtained will foster the reuse of vacant housing – a form of recycling. Many of the homes are in areas more readily served by public transportation and where infrastructure is already in place. And finally, green practices, such as weatherization measures will be incorporated into the rehabilitation of the houses.  There will be a briefing on the Neighborhood Stabilization Plan by staff.

 There will be a presentation by staff on Scope and Schedule for the Housing Consultant Contract.
 
 Tom Coyle, City Planning, gave a presentation regarding the Housing Consultant Contract to the committee. Robert Miller, Applied Real Estate Analysis, was present to answer question from the committee. The handout is on file in the City Clerk's Office.
