Declaring certain real property surplus to the City's needs and authorizing the Director of General Services to offer the sale of the property generally located at 5825 Troost Avenue Kansas City, Missouri and execute related documents to complete the transfer of the real property reserving easements as necessary to continue the City’s ownership in the communications tower on the property and to provide access and utilities to such tower and limiting the height of future structures by deed restriction; and directing the City Clerk to record this Ordinance with the Office of the Recorder of Deeds of Jackson County, Missouri.

Vanessa Williams, General Services, gave the staff report for this ordinance. This ordinance declares certain real property surplus to the City's needs, and authorizes the Director of General Services to offer the sale of the property located at 5825 Troost .This ordinance executes the transfer of the real property reserving easements as necessary to continue the City’s ownership in the communications tower, within the timeframe stipulated by the City. Currently there is a shortage of 20 thousand units and the City is responsible for the maintenance of the property during the lease.

Authorizing the issuance of General Obligation Improvement and Refunding Bonds, Series 2018A, of the City of Kansas City, Missouri, in a principal amount not to exceed $105,000,000.00; prescribing the form and details of said bonds; providing for the levy and collection of an annual tax for the purpose of paying the principal of and interest on said bonds as they become due; authorizing certain other documents and actions in connection therewith; estimating and appropriating $10,000.00 in the General Obligation Series 2018A Bond Fund; designating requisitioning authority; stating the intent of the Council with respect to reimbursement of these funds; and recognizing this ordinance as having an accelerated effective date.

This ordinance authorizes the issuance of General Obligation Improvement and Refund Bonds, Series 2018A, of the City of Kansas City, Missouri, in the amount of $105,000,000.00.This describes the form and details of these bonds, also provides for the levy and collection of an annual tax for the purpose of paying the principal and interest on these bonds as they become due, this allows certain parameters so no council action will be required on pricing.

Authorizing the Director of the General Services Department to execute a Lease, by and between HRB Deployment & Support, LLC, as the Landlord, and the City, as the Tenant, for that certain premises and parking in and around the building commonly known as 4400 East Blue Parkway and implement those undertakings; encumbering $785,000.00 from the existing 4400 E. Blue Parkway account for rental and associated occupancy costs through April 30, 2019, and appropriating $353,500.00 from the Unappropriated Fund Balance of the Capital Improvements Fund for the 4400 E. Blue Parkway project account for moving costs and necessary IT improvements for leasehold space; and recognizing an accelerated effective date.

Declaring the City of Kansas City, Missouri’s intent to participate in the 2018 Show Me Green Sales Tax Holiday, exempting from city sales tax all retail sales of Energy Star certified new appliances during the sales tax holiday; and directing the City Clerk to provide notice to the Missouri Department of Revenue of the City's participation in the sales tax holiday.

Dennis Murphy, Chief Environmental Office, gave the staff report for this Ordinance. This Ordinance declares the City of Kansas City, Missouri’s intent to participate in the 2018 Show Me Green Sales Tax Holiday, this will excempt from city sales tax all retail sales of Energy Star certified new appliances during the sales tax holiday. All counties can participate, creating the initiative for all citizens during this period.

Authorizing the City Manager to execute the Thirteenth Amendment of Master Development Agreement and Fourth Amendment to City Parking Easement and Agreement with Kansas City Live, LLC, and any documents related thereto, for the purposes of providing certain financial incentives in connection with approximately 300 residential units to be constructed on Block 139 in the KC Live entertainment area; establishing the Special Obligation Series 2019A Bond Fund; estimating and appropriating revenues in the amount of $17,500,000.00 in the Series 2019A Bond Fund; designating requisitioning authority; declaring the City’s intent to reimburse itself from bond proceeds; and recognizing this ordinance as having an accelerated effective date.

Councilperson Shields gave an introduction for this ordinance. This ordinance authorizes the City Manager to execute the Thirteenth Amendment of Master Development Agreement and Fourth Amendment to City Parking Easement and Agreement with Kansas City Live, LLC. This ordinance further changes the way the City handles parking and who operates parking. This ordinance changes the responsibility from the City to the developer and who maintains the property.
