John Eckardt, City Planning and Development, gave the staff report on the Ordinance. The applicant uses a portion of the buildings and grounds to store equipment and vehicles used in the owner’s business of pouring concrete for basements and foundations. The home has been in place since 1985. The buildings, equipment and storage were added later. There are between 10 to 15 workers on site at any time. No concrete is manufactured on the site, only the storage of the equipment used for forming the concrete products on other sites.

Joe Rexwinkle, City Planning and Development, gave the staff report on the Ordinance. It was noted that this is a companion case with Ordinance 140986. The purpose of the request is to obtain development plan approval to allow construction of a new Quik Trip store on the site. The location of the new store and associated parking as depicted on the development plan include the residentially-zoned properties. The residential properties total approximately 0.7 acres and constitute the subject property of the first of the two requests (Case No. 4613-P-11), a rezoning from R-7.5 (Residential 7.5) to B2-2 (Neighborhood Business 2). The commercial properties are not a part of the rezoning request. All properties are part of the second of the two requests (Case No. 4613-P-12), approval of a development plan.

The first is to consider rezoning a 6 acre tract of land from District M1-5 to District M4-1. The second is to consider approval of a Development Plan on about 6 acres, in District M4-1 (Manufacturing 4 dash 1), to renew and expand an existing Conditional Use Permit allowing the existing waste transfer operations and general recycling to continue at this location.

Councilman Reed offered a brief history on the Ordinance. Brad Wolf, City Planning and Development, gave the staff report on the Ordinance. The applicant proposes to demolish the building at 2125 Tracy Ave due to the fact that they are unable to economically rehabilitate it. The applicant did submit a structural report, a proforma, and a rehabilitation estimate.
