RESOLUTION - Authorizing the development of financing for improvements to the Kansas City International Airport for a consolidated rental car facility through the issuance of subordinated taxable airport revenue bonds by the City in an approximate principal amount not to exceed $60,000,000.00; authorizing certain other actions pursuant thereto; and declaring the City's official intent to reimburse from bond proceeds.


FINANCE COMMITTEE recommends "IMMEDIATE ADOPTION AS A COMMITTEE SUBSTITUTE"
Randy Landes, Finance Department, testified on behalf of this ordinance. The Series 2005C bonds, are being issued to fund a portion of the cost of the planned consolidated car rental facility at Kansas City International Airport (MCI).

Reducing an appropriation in the Capital Improvements Fund in the amount of $250,000.00 and appropriating this sum to an account in the Capital Improvements Fund for Walnut and Grand - 11th and 12th Streetscape; reducing three appropriations in the General Obligation Bond Fund in the amount of $1,358,742.00 and appropriating this sum to the following accounts in the following amounts in the General Obligation Bond Fund; City Hall Life Safety - $1,094,993.00; Citywide Retaining Wall Program - $45,562.00; Berkley Park Utilities - $218,187.00; and authorizing a $218,187.00.


FINANCE COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Pat Klein, Budget Office, testified on behalf of this ordinance. The Public Improvements Advisory Committee has recommended these projects to be funded with reappropriation dollars. These dollars are available due to the fees on the GO Bond issuance being less than anticipated. Additionally, the 12th and Grand Streetscape is being reappropriated due to that project losing its private financing.

Authorizing the City Manager to execute the Kansas City Arena Development Agreement with Anschutz Kansas City Arena, LLC, and Anschutz Entertainment Group, Inc. to develop, build and manage the Sprint Center.

Mayor Kay Barnes, Rich Noll, Assistant City Manager, and Galen Beaufort, City Attorney, explained the purpose and meaning of this ordinance. Jim Haney, National Basketball Association, supports this ordinance. Mike Goff, Sprint, supports this ordinance. Kevin Gray, Sports Commission, supports this ordinance. Rick Hughes, Convention and Visitors Bureau, supports this ordinance. Randy Landes, Finance Department, explained the review of the financing portion of this project.
