Approving a Kansas City Brownfields Revolving Loan Fund program loan application in an amount not to exceed $504,853.00 for the Hardesty Renaissance Economic Development Corporation, authorizing the Director of City Development to execute the necessary loan documents and authorizing further acts.

Andrew Bracker, City Planning and Development, gave the staff report on the Ordinance. It was noted that this is a companion to Ordinance 160263. This Ordinance approved an application by Hardesty Renaissance Economic Development Corporation (HREDC) for a loan of $504,853 of brownfield grant funds for abatement of asbestos and other hazardous wastes from Building 10 of the Hardesty Federal Complex. The loan is funded by federal grant funds from the U.S. Environmental Protection Agency (EPA) to capitalize the Kansas City Brownfield Revolving Loan Fund (RLF).

Authorizing the Director of the City Planning and Development Department to accept supplemental funds from the United States Environmental Protection Agency for the Kansas City Brownfield Revolving Loan Fund program in the amount of $475,000.00, estimating and appropriating $475,000.00 in the Brownfields Revolving Loan Fund account and designating requisitioning authority.

Andrew Bracker, City Planning and Development, gave the staff report on the Ordinance. It was noted that this is a companion to Ordinance 160262. This Ordinance authorized the Director of the Department of City Planning and Development on behalf of the City to accept from the U.S. Environmental Protection Agency $475,000.00 in supplemental funds to the Brownfields RLF for cleanup of brownfield sites in Kansas City. The $475,000.00 of supplemental funds would be added to federal cooperative agreement, No. BF-97700901, between the City and EPA. The City accepted from EPA an initial $500,000 Brownfields RLF grant pursuant to Committee Sub. For Ord. No. 001210; a $500,000 supplemental grant pursuant to Ord. No. 070894; supplemental grants of $1,060,000 pursuant to Ord. No. 100138; a $83,081 supplemental grant pursuant to Ord. 120849; and a $615,760 supplemental grant pursuant to Ord. 140732.

Approving a development plan in District B3-3 on about 7 acres generally located at southeast corner of Missouri Route 152 and N. Green Hills Road to allow for 22,000 square foot office/ retail development on four (4) lots. (14466-P-1)

Olofu Agbaji, City Planning and Development, gave the staff report on the Ordinance. The applicant requested approval of a development plan in District B3-3 (Community Business dash 3), to allow for 22,000 square foot office/ retail development with 133 parking spaces on four (4) lots. This development plan is required as a condition of approval of the rezoning approved by Ordinance No. 140413 passed by City Council on June 5, 2014. This is to ensure that this development provides a cross access easement for the properties to the north and south. The development plan is proposing an 8,800 square foot office/ retail building with 24 parking spaces on lot 1. Lots 2 and 3 are proposed as fast food pad sites. The buildings are 3,600 square foot and 3,200 square foot respectively and both lots have about 50 parking spaces. Lot 4 is proposed as a gas/ retail development.

 1. There may be general discussion regarding current Planning, Zoning and Economic Development issues.
 
 Chairman Taylor announced the following upcoming events: (1) Turn the Tower Blue, the Waldo Historic Water Tower Lighting, is scheduled for April 27th at 8pm. (2) Ward Parkway Shopping Center Expansion Groundbreaking Ceremony is scheduled for April 28th at 11am. (3) The Downtown Streetcar Opening Weekend will be May 6-7, and lastly (4) The Red Bridge Shopping Center Redevelopment Groundbreaking is scheduled for May 20th at 10am.
 
 2. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
